This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PR-OAR-21-00098 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted, and, unless otherwise displayed at www.UnisonMarketplace.com, will end on: 2021-01-29 16:00:00.0 Eastern Time. It will be designed with a four-port configuration. Ports to include gas inlet, inlet gauge, gas outlet, outlet gauge, Inlet pressure for both versions will be from 0 - 4000 PSIG, outlet pressure will be 0 - 100 PSIG. Both the standard and corrosive versions will have a 316L stainless steel diaphragm. - Preferred delivery date for all items is 2/15/2021 PN 322-3-3-0-1-CGA 660: Stainless steel body 660 CGA, 16, EA; LI 002: PN 302-3-3-0-1-CGA 350: Brass/Chrome body 350 CGA, 10, EA; LI 003: PN 302-3-3-0-1-CGA 580: Brass/Chrome body 580 CGA, 6, EA; LI 004: PN 302-3-3-0-1-CGA 590: Brass/Chrome body 590 CGA, 2, EA; LI 005: Dual stage gas regulators in a standard brass bar stock chrome plated version and a corrosive 316L stainless steel bar stock version. It will be designed with a six-port configuration. Ports to include gas inlet, inlet gauge, gas outlet, outlet gauge, auxiliary high-pressure port, and relief valve. Inlet pressure for both versions will be from 0 - 4000 PSIG, outlet pressure will be 0 � 250 PSIG. Both the standard and corrosive versions will have a 316L stainless steel diaphragm. PN 332-3-3-0-1-CGA 660: Stainless steel body 660 CGA, 12, EA; LI 010: PN 312-3-3-0-1-CGA 350: Brass/Chrome body 350 CGA, 5, EA; LI 011: PN 312-3-3-0-1-CGA 580: Brass/Chrome body 580 CGA, 5, EA; LI 012: PN 312-3-3-0-1-CGA 590: Brass/Chrome body 590 CGA - Each version both the standard and corrosive regulators will have a 316L stainless steel diaphragm and 10-micron filtration at both stages. All seats and seals will be PTFE. The regulator will be a compact design (body less than 3� in diameter, overall length should be kept as small as possible). Gauges will be of the appropriate material for the type of regulator. And will be two inch in diameter with scales reading in both PSIG and Kpa. The inlet pressure gauge will be 0 - 4000 PSIG, outlet pressure gauge will be 0 � 100 PSIG and Kpa or 0-250 PSIG and Kpa. All Inlet ports will be �� FNPT, All outlet ports will be �� FNPT and supplied with a Chrome plated or stainless steel CGA fitting listed on the procurement request. Auxiliary ports will have a proper pressure rated plug; Allen type installed. Regulators will maintain accuracy within a heat rang of -40 deg F to 140 deg F. Helium leak integrity will be at least 1 x 10-8 scc/sec and will be O2 clean and suitable for use with EPA protocol gases, (UHP) zero, span and calibration gas applications. Regulators will have a panel mount capability. Regulators will be an off the shelf component and will be assembled from standard designed parts with no special machined components. Be readily available for replacements and future site upgrades. Preference will be given to regulators with the same physical design for the standard and stainless version. Preference will be given fore A supplied stainless quick disconnect port for the outlet. Along with an orientable captive vent option. This allows for standardization of gas distribution sites and common port layout for future pressure monitoring system implementation., 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, EPA - LAB - ANN ARBOR, MI - CO OFFICE SNAP End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. EPA - LAB - ANN ARBOR, MI - CO OFFICE SNAP End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. The Government intends to select for award the one responsible quote which conforms to the Bidding Requirements and Buy Terms in the auction, proposes a price that is fair and reasonable, and provides the Lowest Priced, Technically Acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award.
