- This is a combined synopsis/solicitation for commercial items prepared in�accordance with the format in Subpart 12.6, as supplemented with additional�information included in this notice. This announcement constitutes the only�solicitation; quotations are being requested and a written solicitation will not be�issued. Solicitation 12305BB21S1290 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04. The associated NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, and is a total small business set-aside. Microbial Kinetic Growth Reader with the following required minimum capabilities and specifications: 1. Capability of measuring and recording microbial growth curves. 2. Measurement capability of a fixed configured wavelength at 600nm. 3. Resolution capability of 0.001 OD. 4. Minimum controlled incubation temperature to 45�C. 5. Absorbance detection mode. 6. Gradient temperature control for condensation on sealed plates. 7. Orbital shaker with user selectable speed. 8. Minimum four microplate (96 well/plate) capacity and read speed of less than 60 second/plate. 9. All required software and licenses for five installations, instrument installation, and operational training included. Firm fixed price quotations must include the following: (a) Firm fixed price quotation inclusive of all costs associated with delivery, FOB Destination, Ithica, NY 14853. (b) Descriptive literature that fully demonstrates proposed instrument meets or exceeds minimum capabilities and specifications. Respondents must have current an active System for Award Management (SAM) registration and have completed Online Representations and Certifications online at www.sam.gov. By submission of quotation, respondent certifies that SAM registration is current to include Online Representations and Certifications as of quotation submission date in accordance with FAR 52.204-7, System for Award�Management. Registration must remain active through final payment of any�award resulting from this solicitation. Basis for any potential award is Lowest Price Technically Acceptable meaning�the expected outcome of the acquisition that�results from selection of lowest price technically acceptable quotation that fully meets specifications and has satisfactory past performance. Submit firm fixed price quotation and descriptive literature by email to tim.smearman@usda.gov. Respondents are responsible for ensuring�receipt prior to February 5, 2021, 4 P.M. (EST).
