- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. This Sources Sought Notice is for Market Research purposes only. The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought request. This Sources Sought Notice is relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $12,000,000. Large and Small Businesses are invited to answer this market survey to determine market capabilities. Hurlburt Field, FL, is conducting market research to determine the existence of potential sources to provide an advanced, multi-discipline tactical ground mobility course with an intense immersion program of instruction. The course shall be structured to provide additional attention to junior personnel, who may need further instruction to overcome basic challenges allowing for successful integration alongside more experienced peers. This course will encompass proven tactics, techniques, and procedures that promote mission success and survivability under stress induced tactical situations. Provide advanced mobility training to prepare personnel for upcoming deployments. This outsourced training will include every aspect of mountain mobility and advanced mobility military operations in urban environments. The potential requirement will consist of the contractor providing all of the following qualifications/requirements for the below listed services: Instructor Requirements The Driving Instructors: The Driving Instructors shall each possess high speed driving certifications in accordance with SCCA TransAM standards. The instructors must also have previously driven a minimum of 4 times in an austere locations (South America, Africa, Mexico, or Afghanistan) which include rocky, desert, paved roads and mountainous terrain. The instructor must also have served inside of a Special Operations unit for over 10 years, either during Armed Conflict or OTDAC (outside the declared Theater of Armed Conflict). The instructors must be proficient in all aspects of tactical communications (ability to have military communications between vehicles), GPS navigation, ATAK operability and 4X4 vehicle operations and maintenance. The Lead Instructor shall have extensive knowledge in the preparation of international, austere off road driving courses, Special Operations Forces tactics techniques and procedures, preparation and the conduct of endurance off road courses, convoy operations, After Action Reports, and student critiques and the ability to supervise and manage a team of Contractor personnel. Mechanic: The Mechanic shall possess a minimum of 15 years� experience in all aspects of four wheel drive systems design and operations, field expedient repairs, and vehicle recovery. In addition, the Mechanic shall possess the ability to plan, conduct, and supervise practical exercises of vehicle breakage and maintenance and possess effective coaching, mentoring, and critiquing. Finally, the mechanics shall be an Automotive Service Excellence Certified Master Technician. Prior Master Mechanic experience is preferred Facilities Requirements Training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 15 miles of the training location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess food and drink establishments to purchase daily meals and food and drink for field operations within 15 miles of range the location. Mobility training course must include mountain overland movement to provide the most accurate terrain the 23th STS will encounter during deployed operations. High Speed on road and off road requirements: Multi-day Course (4-days) for practical field-training Closed circuit track IOT avoid accidents Washed Out Roads Finished and unfinished Terrain Suitable for High Speed Driving Sand/Dirt Mountainous, Rocky, Loose, and Occasional Steep Terrain Low Traction Terrain Ability for Driving at Night Paramedic on site during training iterations Field expedient Tire repair Wet-Dry pavement transitions Accident avoidance Familiarity of Manual and automatic transmission Contractor Materials Requirement Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. NSCV-type training vehicles for use throughout training, to include 4-wheel drive, high center-of-gravity vehicles that emulate the current SOCOM Program of Record NSCV vehicles, which are Toyota Hilux and Toyota Land Cruiser. Vehicles shall be in sound mechanical condition, with all preventative maintenance completed. All training vehicles (NSCVs) shall be equipped, at minimum, with ROPS (roll-over protection system) and fire extinguishers. Contractor shall ensure that the training platforms are properly maintained and ready for safe operation on a daily basis, prior to the beginning of each training day. Training vehicles for on road course shall be rear wheel drive, coupe type vehicles with a minimum of 400 horsepower capable of transporting 4 personnel. Any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair. The awarded contractor will provide: all vehicle related training tools to include: parts for maintenance, tools, winches, vehicle recovery kits, and fuel. NOTE: Please submit electronic response indicating capability to supply the aforementioned item(s) via line card or published description (no more than 10 pages) as well as POC (name, telephone # and email address) along with contractor's CAGE, DUNS, and the physical location of your facility to the individuals listed within this notice. All work shall be performed at the contractor's facility. This request may not directly lead to a Request for Quotation/Proposal. Deadline for submission is 1200. CST, 8 February 2021.
