- BLM WASHINGTON FENCE MATERIAL Pursuant to Federal Acquisition Regulation (FAR) 12.603(a) and 13.106, the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of fencing materials for Bureau of Land Management (BLM) Washington. (i) This is a combined synopsis/solicitation for the acquisition of commercial services prepared in accordance with the format in FAR Subpart 12.6 and 13.1, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Number 140L0621Q0024 is being issued as a Request for Quote (RFQ). This solicitation will utilize the policies contained in FAR Part 12 in conjunction with the policies and procedures for evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 effective January 19, 2021. (iv) This solicitation is being issued as an 100% small business set-aside Award. The North American Industry Classification System (NAICS) code associated with this solicitation is 332618, Other Fabricated Wire Product Manufacturing with a size standard of 500 employees. (v) See the attached Requirements Specifications document (Attachment 1) for detailed requirements. The pricing schedule to be completed and returned with your quote is provided as a separate document (Attachment 2). (vi) The supplies to be acquired through this combined synopsis/solicitation are for fencing materials for BLM Washington, in accordance with the Requirement Specifications (Attachment 1). (vii) Delivery locations and delivery requirement dates are detailed in the Requirement Specifications (Attachment 1). (viii) FAR Provision 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition. Potential firms shall read and comply with all terms and conditions. See Attachment 5 � Addendum FAR 52.212-1 for additional instructions. (ix) FAR 52.212-2, Evaluation � Commercial Items, applies to this acquisition, see Attachment 6 for detailed evaluation criteria. The basis of award will be a competitive best value lowest price technically acceptable source selection based upon an integrated assessment of Factor 1: Requirement Capabilities and Factor 2: Price. The Government anticipates making one (1) award to the responsive, responsible firm whose quote conforming to the solicitation will be most advantageous to the Government. (x) Firms shall ensure that their Representations and Certifications are up to date in the System for Award Management (SAM) which can be accessed through https://www.sam.gov. Firms shall ensure that this acquisition NAICS Code of 332618 is listed in FAR 52.212-3, Offeror Representations and Certifications � Commercial Items. Firms that do not have access to SAM shall print the full FAR Provision 52.212-3 and complete the required entries and include with their quote. (xi) FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items applies to this acquisition. This clause is incorporated by reference (See Attachment 3- Clauses). (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. See Attachment 3, FAR Clause 52.212-5 for additional information. (xiii) Additional FAR clauses that apply to this acquisition are provided in Attachment 3. All FAR clauses will be incorporated into the successful firms' award. Additional provisions that apply to this acquisition are provided in Attachment 4. These provisions are incorporated into this solicitation but will not be incorporated into the successful firms' award. (xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. (xv) Quotes are due no later than 10:00 a.m. Mountain Time (MT) on Monday, February 15th, 2021. Quotes shall be submitted via electronic mail to the point of contact listed below in section xvi. (xvi) Interested parties may submit questions relating to this RFQ via electronic mail to the point of contacts listed below. Questions are due no later than 10:00am MT on Friday, February 5th, 2021.
