Description
REQUEST FOR INFORMATION 19-Foot Riverine Interceptors for Trinidad under Letter of Offer and Acceptance (LOA) TD-P-SAA with the United States Coast Guard (USCG) Foreign Military Sales (FMS) Office of International Acquisitions Program Office (CG-922).� USCG is issuing this Request For Information (RFI) for the purposes of market research to determine sources for the 19-Foot Riverine Interceptors in the commercial marketplace. 1.0 Request For Information.� �This Request for Information (RFI) notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, quotes as a result of this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. This is not a Request for Quotation (RFQ) or a promise to issue an RFQ and this information is subject to modification and in no way binds the Government to award a contract. 2.0 Purpose.� �The purpose of this RFI is solely for informational, market research, and planning purposes, that may be of interest to the United States Coast Guard (USCG). The Government may use the responses to this RFI for information and planning purposes. The technical specifications describe only the currently contemplated possible specifications and may vary from the actual specifications identified in final Product Descriptions included in any RFQ.The Government is interested in market information pertinent to proven (e.g., existing vessels) vessel(s)/craft(s) for potential FMS sale(s). In particular, the Government desires information pertaining to: Whole vessel characteristics Design information Operations Estimated costs Production Time 3.0 Scope. The boats and trailers shall include the following characteristics.� A picture of the existing boats is provided. Hull: shallow draft skiff, gel coat, fiberglass deck with transom and cored fiberglass non-skid flooring Length Overall: 18� 6� Beam: 5� 9� Draft: 18� Crew: 2 operating officers Passengers: 4 persons Fuel Capacity: 40-45 gal, tank with fuel sending unit Power: 115hp outboard engine (100hp min, 150hp max) Fiberglass battery box Bilge pump (1500gpm) with float switch Two (2) windshields Fuel hoses (1.5� fill, 5/8� vent) Two (2) stainless steel cleats and rope chocks Bow and stern eyes Navigation lights Anchor storage bow hatch Floor hatch and bow seat hatch Two (2) side consoles Splash well Seat boxes with upholstered bucket seats Standard road trailer Radar arch canopy Anchor Anchor shackles and 6� chain Sea Star steering system Steering wheel Cigarette lighter / charge port Additional switch panel Three (3) courtesy lights Docking lights Law enforcement strobe lights GPS navigation VHF marine radio Radar Two (2) bumpers with rope Two (2) docking lines Handheld searchlight Fire extinguisher Sound signal/loudhailer 360 deg searchlight � 4.0 Objectives of the RFI.� The USCG is seeking the following information: Identify any commercial items that will meet the needs of this RFI. Understand the level of interest and availability of potential vendors that could provide the items Identify issues, roadblocks, and barriers to successful manufacturing of boats and trailers. Obtain vendor feedback on any other pre-existing contracts that might meet this need. � 5. 0 Notes to Responders.� All information received in response to this RFI marked �Proprietary� will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.� Responses to the RFI will not be returned.� Responders are solely responsible for all expenses associated with responding to this RFI and the USCG will not pay for information received. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. 6.0 Response Criteria.� The USCG is seeking responses from interested parties that can provide the boats and trailers with the requested characteristics. Interested parties are encouraged to response and provide the following: A cover letter including: (a) The name and address of the interested party and where such boats would be built; (b) Point of Contact including name, title, phone, and email addresses; (c) business size and socioeconomic status; General Drawing, technical data sheet and technical specification List of any pre-existing federal contract vehicles (e.g., GSA Schedule, GWAC, IDIQ, BPA) which contains the platform offered. Estimated total manufacturing time from date of award to delivery at the builder's facility; Estimated rough order of magnitude (ROM) price for each boats and trailer Questions regarding this RFI shall be submitted no later than COB on 03/01/2021. Responses to this Request For Information along with requested information should be emailed to Micha Wisniewski at Micha.A.Wisniewski@uscg.mil and Karl Harris at Karl.A.Harris@uscg.mil and labeled �Request For Information 70Z02321RFITRI� in the subject line. Telephone responses will not be accepted.� Disclaimer This is a market survey for written information only. This is not a solicitation for proposals and no contract will be awarded from this announcement. Respondents are advised that the U.S. government will not pay for any information or costs incurred in response to this Request For Information. No basis for claim against the government shall arise as a result from a response to this Request For Information or government use of any information provided. All costs associated with responding to this request will be solely at the responding party�s expense. Please be advised that all submissions become Government property and will not be returned.� Not responding to this request does not preclude participation in any further RFP, if any is issued. In accordance with FAR 15.201 (e) (Exchanges with Industry Before Proposals), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Pursuant to FAR Part 6 (Competition Requirements) and FAR Part 19 (Small Business Programs), competition and set-aside decisions may be based on the results of market research. This notice in no way obligates the Government to any further action. Pursuant to FAR Part 10 (Market Research), the purposes of this notice is to: (1) determine if sources capable of satisfying the agency�s requirements exist, (2) ascertain potential market capacity, (3) determine the commercial practices of companies engaged in providing the needed service or supply, (4) determine the small business status for small business programs, and (5) implement a successful project management plan that includes compliance with tight program schedules; cost containment; and meeting and tracking performance. After the review of the responses to this Request For Information, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published in the Contract Opportunities (formerly FedBizOpps) website on https://beta.sam.gov or distributed to contract holders if a strategically sourced vehicle is mandatory for use and deemed appropriate (GSA e-buy). It is the responsibility of the interested parties to monitor the Contract Opportunities (beta.SAMS) and GSA e-buy website.� A response to this Request For Information does not constitute as an adequate response to any future solicitation announcement. All interested offerors will have to respond to any solicitation in addition to responding to this Request For Information. Failure to respond or submit information in sufficient detail may result in a company not being considered a likely source when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information obtained from this Request For Information , the Government reserves the right to consider any arrangement as determined appropriate for this requirement. Respondents are advised that the Government will acknowledge receipt of the information received and provide feedback to respondents with respect to the information submitted. The Government may conduct one-on-one or conference call communications with some or all RFI respondents if necessary to identify acceptable methods to achieve our desired objective (schedule permitting). No proprietary, classified, confidential, or sensitive information should be included in your response to this Request For Information. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time, no solicitation exists; therefore, Do Not Request a Copy of the Solicitation.
