- Sources Sought Notice for Service Disabled Veteran Owned Small Businesses (SDVOSB) Firms, NOTICE: This Sources Sought is issued for information and planning purposes only to determine if qualified, experienced, and interested in the above categories exist. The Government also seeks input from industry as to the recommended technical solutions to accomplish the work. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought. The Veterans Heath Administration will NOT be responsible for any costs incurred by interested parties in responding to this request. A. Purpose: 1. The contractor will provide an approved plan to install fire sprinkler protection for the canopy on loading dock #1. Sprinkler protection must be freeze resistant. 2. Fire Protection is required on all exterior locations where loading/unloading under a canopy connected to the building is conducted per NFPA 13, 101. 3. Contractor to provide - Plans, specifications and alternative methods to provide dry pendant fire sprinkler support. Contractor to provide all materials, equipment, certified staff to complete the work. Dates: Proposed date to proceed March 2021. B. Locations: 1. Main Hospital 3900 Woodland Avenue Philadelphia , PA 19104 Description: Provides inpatient and outpatient services for veterans in areas: Emergency Department, Operating Rooms, Intensive Care Unit, Step down Units, Inpatient Units, Outpatient Clinics, Mental Health Services (inpatient/outpatient services), Food delivery, and Education. C. GENERAL PERFORMANCE REQUIREMENTS. 1. The Contractor shall obtain all necessary licenses and/or permits required to perform the work. Contractor shall provide all labor, materials, tools required to design, retain permits, install and test fire sprinkler installation per NFPA 13. 2. The Contractor shall provide to the COR documentation of the certificates of training, licenses, and permits for all new employees not later than seven (7) days prior to that person beginning work under the terms of this contract. The Contractor shall insure that all certificates of training, licenses, permits, and bonds are current and valid. All offers must include documentation and proof of the above certifications and qualifications for each employee. 3. Work performed as a result of misuse, abuse, vandalism or negligence is not covered by this agreement and will require a separate purchase order, issued only by approval of the safety office or the electronic shop, or designee prior to the performance of the work. 4. All parts and materials shall be of the original manufacturer s design and specification, or equal thereto. D. Work to be Accomplished 1. Survey the loading dock to determine and propose the most appropriate type fire protection. a. Alternatives include but are not limited to: I. Dry Pipe extension connected to current adjacent dry pipe system. II. Stand-alone dry pipe system. III. Glycol based stand alone or extension off of wet pipe system. IV. Dry pipe extension sidewall heads off the existing wet pipe system. 2. The contractor will provide an approved plan to install fire sprinkler protection for the canopy on loading dock #1. Sprinkler protection must be freeze resistant. 3. Upon approval of final type system to be installed, provide Plans specifications, drawings, system calculations (to ensure end-of-line pressure is maintained), alternative methods and permits required for installation. 4. Provide all equipment, tools, materials and qualified staff to install the approved system. 5. Coordinate with the VA Facilities Plumbing shop and Safety office for permits, scheduling, system outages to include bringing system on-line. 6.
