- This Request for Information (RFI) for a Draft Request for Proposal � Sections L and M is issued solely for informational, planning purposes and market research in accordance with FAR Part 10.� This RFI is seeking comments on the attached Draft Request for Proposal � Sections L and M (Attachment 1) from businesses capable of performing under a long-term simplified acquisition base engineering requirements (SABER) indefinite-deliver indefinite-quantity (IDIQ) contract.� This contract will cover the following United States Visiting Forces (USVF) Royal Air Force (RAF) installations: RAF Lakenheath, RAF Mildenhall, and RAF Feltwell. All responses will be used to guide the development of the Request for Proposal, specifically Section L �Instructions, Conditions and Notices to Bidders� and Section M �Evaluation Factors for Award.�� No Award will be made from this draft.� A solicitation is not currently available at this time.� The United States Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Submission of any information in response to this request for comments is purely voluntary; the government assumes no financial responsibility for any costs incurred. Requested Information Companies are asked to provide the following information no later than 15 February 2021 at 4:00PM GMT: (1)� Company name, address, point of contact, telephone number and e-mail address. (2) �Answers/comments to the below questions: Questions (1) Are there any questions, comments, or concerns on the structure of the Technical Evaluation factors in Section L or in Section M? (2) What your company�s opinion on the structure of teaming arrangements/joint ventures requirement or lack thereof? What documents would it be beneficial for the government to see to ensure that a prime contractor does not just pass through work to a company in the United Kingdom? (3) Is there an approved software program that corresponds to SPONS PRICE BOOK SUITE in the United Kingdom (i.e. such as e4clicks corresponds to RS Means in the United States)? (4) Are there any other recommendations to the structure or specific parts of the Section L and/or Section M that would be of value to industry or helpful to the government?
