Description
The United States Department of Commerce (DOC), Office of the Secretary (OS), intends to award a firm fixed price purchase order on a sole source basis with S&P Global Market Intelligence LLC, for the procurement of Panjiva data base platform access. The portal will allow�DOC to obtain information on global shipment transaction data from 17 different countries, including but not limited to (required) China, Pakistan, Brazil and Mexico, which includes company names, product descriptions, and values for 15 users. This information will assist in identifying possible diversion and transshipment networks and violations of export controls, as well as supporting law enforcement actions and increasing compliance. The database will: Provide information to DOC and the interagency export control community to inform adjudication of export control license applications; Promote U.S. exports by preventing the diversion or misuse of export controlled items abroad through end-use checks, outreach, and cooperation with foreign governments Identify potential violators of export control laws that imperil U.S. national security; and support law enforcement actions that could result in both criminal and civil penalties, thereby encouraging compliance with the U.S. export control regime. Market research has been performed and S&P Global Market Intelligence LLC, has been identified as the only source that can meet all the requirements. S&P Global Market Intelligence LLC is uniquely qualified as they provide access to shipment tracking data for China, Pakistan, Brazile, Mexico�(required) and 13 other identified countries by the Government. The North American Industry Classification System (NAICS) code for this acquisition is 519130. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
