Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. The FAA intends to award a single-source contract to�Blackbird Enterprise LLC�of�Rosamond, CA. This procurement is to advance the maturity of NASA's Expandable Variable-Autonomy Architecture (EVAA) with imbedded ound and Air Collision Aviodance Systems (GCAS and ACAS).� The goal of this effort is to accelerate these capabilities towards commercial suitability and further document certfication paths for general�aviation use.��The FAA anticipates a ten-month contract. This research has several unique requirements.� The main focus is to integrate a similar system on a general aviation aircraft and to document lessons learned that will feed civilian certification criteria.� Consequently, the second requirement for the vendor is to have an experimental airplane platform and be able to integrate additional hardware and software for the project.� The last requirement is to be able to fly test points in the Sierra Nevada mountainous region that was used for military system development.� The need to be able to fly in the Sierra Nevada region is important, as these particular mountains have unique contours that provide narrow caverns and steep mountain cliffs that are key for the desired Ground Collision Avoidance test flying.� Meanwhile, NASA�s EVAA software uses the same mountain range as well, so it is very important to use the same for compatible software systems.��� Blackbird Enterprise LLC is located near the Sierra Nevada Mountains and has a Cozy Experimental Airplane that is suited to incorporate system modifications.� In addition, Blackbird Enterprise LLC test pilots have graduated from the US Air Force Test Pilot School and have flown this system on both the F-16 and F-35. Based on FAA subject matter expert�s extensive experience in military aircraft, flight test, and experimental airplanes, Blackbird Enterprise LLC is the only company capable of accomplishing all the required tasks.� On January 5, 2021, the FAA posted a�Market Survey�in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis. The�Market Survey�sought sources capable of providing this requirement. �The FAA received no responses.
