- Synopsis: The Missisquoi National Wildlife Refuge consists of 6,729 acres, mostly wetland habitats, which support a variety of migratory birds and other wildlife. The 900 acre Maquam bog is designated as a Research Natural Area and the refuge was designated as an Important Bird Area in partnership with the Audubon Society. The Refuge in partnership with other publicly owned (State of Vermont) lands has been designated a Wetland of International Importance under the Ramsar Convention. A mosaic of wetland habitats offers opportunities to see and manage more than 200 species of birds. Fall migration features 20,000-25,000 migrating ducks. Nesting bald eagles, osprey, and a great blue heron colony numbering more than 300 nests are present on the refuge. PROJECT SCOPE: This is a construction project consisting of all labor, equipment and materials necessary to remove the existing boat ramp at Louie�s Landing. Work shall consist of removal of the existing boat ramp, minor reshaping of the ramp approach, design and construction of a new ramp, and creation of an extended entry into the river. The new ramp must be capable of resistance to seasonal flooding and ice pressure. The existing boat ramp is approximately 20ft wide by 65ft long and is constructed of reinforced concrete. Work will involve coffer dams and pumping in the Missisquoi River. The work is located on the Missisquoi NWR, at Vermont Route 78, approximately 4 miles west of Swanton Village. The Refuge Headquarters is located at 29 Tabor Road, Swanton, VT 05488. SOLICITATION PERIOD: The Request For Proposals (RFP) is scheduled for release on or about 16 February 2021. Proposals will be due on or about 18 March 2021. The anticipated award date is on or about 29 April 2021. SOLICITATION PROCEDURES: The acquisition will be issued as a small business set-aside, Request For Proposals (RFP) through SAM FBO at www.beta.sam.gov. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. This acquisition will result in a single fixed price construction contract. Award will be made to the lowest priced, responsible offeror who is responsive to the solicitation. The magnitude of the project is between $100,000 and $250,000. A Performance Bond and a Payment Bond will be required. The NAICS code for this project is 237990 with a Small Business Size Standard of $39.5 Million. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
