Description
Solicitation Notification Fire Alarm Replacement System Design/Build John Joseph Moakley U.S. Courthouse, Boston, MA This is a Solicitation notice for a Design-Build project entitled Fire Alarm Replacement System at the John Joseph Moakley U.S. Courthouse, Boston, MA.� This is a design-build project that involves the complete design and phased installation of a new voice evacuation fire alarm system at the John J. Moakley Federal Courthouse.� For brevity, any reference to the fire alarm system will imply voice evacuation fire alarm system. The John Joseph Moakley United States Courthouse is a federal courthouse for the United States Court of Appeals for the First Circuit and the United States District Court for the District of Massachusetts, located on Fan Pier on the Boston, Massachusetts waterfront.� Named after Congressman Joe Moakley, the 675,000 square foot building was completed in 1999 at a cost of $170 million and has won many design awards. The courthouse serves as headquarters for the United States Court of Appeals for the First Circuit and the United States District Court for the District of Massachusetts. The building houses two courtrooms for the Court of Appeals and 25 courtrooms for the District Court, as well as 40 judges' chambers, a Circuit law library, the office of a United States Congressman, offices for the United States Attorney, extensive support facilities for the United States Marshals service and Pre-Trial and Probation services, as well as a day-care facility. The 675,000-square-foot (62,700 m2) building, clad in water-struck brick with granite trim, has ten floors above grade and one below. It was the first major project to be awarded as part of the United States Court Design Guidelines and incorporates General Services Administration's goals for imparting dignity and social significance, while creating modern and innovative justice architecture. Public access to the courtrooms is provided through a sequence of spaces � Entrance Hall, Rotunda, Great Hall, and Galleries. Twenty-one large-scale paintings were commissioned to Ellsworth Kelly and are installed in these areas. The Courtrooms themselves are distinguished by a motif of large arches defined by wood moldings and stenciled ornament, dignifying equally all the participants-judge, jury, witness, litigants, lawyers, spectators-in the proceedings that take place therein.� � This is a design-build project that involves the replacement of the existing fire alarm system to include a voice evacuation-type system that meets the current requirements of the applicable codes and standards. The design- build contractor is to design, construct and commission a fully addressable fire alarm system and remove the existing fire alarm system. The contract performance period for this work is approximately 600 calendar days from issuance of the Notice to Proceed (NTP), with an anticipated project start date of March 29, 2021. Estimated magnitude of construction, per FAR 36.204 � Disclosure of the Magnitude of Construction Projects, is between $1,000,000 and $5,000,000. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside.� The General Services Administration strongly encourages participation by all qualified Sevice-Disabled Veteran-Owned Small Business�(SDVOSB) firms. The appropriate NAICS Code is 238210 with a small business size standard of $16.5 million dollars.� Product Service Code Z2AA.��All individuals working on this project will be required to obtain security clearances. The approach to source selection for this procurement will be performed in accordance with FAR Part 15 and represents the best value to the government. The selection will be made in accordance with FAR 15.101-1 Trade-Offs with specific price and technical evaluation factors, not necessarily the lowest price. �The solicitation will require offerors to submit technical and price proposals.� Offers will be evaluated on technical capability and price. Tentative Evaluation Factors are listed in descending order of importance: Past Performance Similar Experience Qualification and Experience of Key Personnel Technical Plan This is a negotiated procurement and there will�NOT�be a public bid opening. The solicitation, agreement, specifications, drawings and other applicable documents will be available on or about January 15, 2021�for electronic download from the beta System for Award Management website at https://beta.SAM.gov/ at no additional charge. Contractors are responsible for printing the solicitation and all related documents. It is the Offeror�s responsibility to monitor the site at https://beta.SAM.gov/, for the release of any amendments and/or other notifications of any changes to this solicitation (i.e. any amendments). The Government reserves the right to cancel this solicitation. A bid guarantee is required and the offerors must provide Performance and Payment Bonds prior to award.� Offerors shall submit both written technical and price proposals. The solicitation will provide a date, time and location for the Pre-proposal Conference.� Pre-registration is required to attend the pre-proposal site visit.
