Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1333MK21BNMAN0002 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-04. The National Oceanic Atmospheric Administration (NOAA), Office of Marine & Aviation Operations (OMAO), NOAA OMAO Uncrewed Systems Operations Center (UxSOC) UAS located at the NOAA Aircraft Operations Centers (AOC) in Lakeland, FL requires a tactical mobile response trailer for expanding mission capability, inclusive of post storm damage assessment, emergency response, pilot augmentation and training, and public affairs.�� All work shall be completed at the Contractor�s facility in accordance with the Statement of Need (SON).� Delivery date shall be no later than August 1, 2021. The Government will award a firm fixed price contract based on Lowest Price Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor�s quote.� This RFQ is 100% set aside for small businesses. The associated NAICS code is 336214, Travel Trailer and Camper Manufacturing, with a Size Standard of 1000 employees or less. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern Daylight Saving Time (EDST) on March 5, 2021; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA). Quotes must be submitted electronically via e-mail to Jose.A.Blandino@noaa.gov. All questions must be submitted in writing to Jose.A.Blandino@noaa.gov by 11:00 am. Eastern Daylight Saving Time (EDST), on February 12, 2021. Telephone inquiries will not be honored. The anticipated award date is on or about March 12, 2021. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted). Quotes shall be FOB destination, include freight/delivery as a separate line item. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor�s responsibility to request and receive a confirmation of the quote receipt.
