- Combined Synopsis/Solicitation 36C24E21Q0036 Brand Name or Equal Caterpillar Generator and corresponding components found in solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as a Request for Quote and supplemented with additional information included in this notice. The solicitation number is 36C24E21Q0036 and includes the requirements under Statement of Work. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-71. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310. This solicitation is unrestricted. The attached solicitation document contains all line item numbers, quantities, units of measure, descriptions of requirements for the items to be acquired, dates and places of delivery, along with other applicable specifications. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The selected offeror must comply with commercial item terms, conditions and provisions, which are incorporated in the attached solicitation document. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. In addition, the offeror must review and acknowledge the attached solicitation document, item details, delivery schedule, and all other requirements, and agree to all terms and conditions set forth in the solicitation document. Quotes will be evaluated using Best Value procedures (Lowest Price Technically Acceptable LPTA). This is a brand name or equal requirement per52.211-6 Any questions pertaining to this solicitation must be submitted in writing to Contract Specialist @ linda.buccigrossi@va.gov by 1:00 PM ET on Wednesday, 2/3/2021 and will be addressed via an amendment to the solicitation. All quotes shall be submitted to the Contracting Office by email to linda.buccigrossi@va.gov by 11:00 AM ET on Friday, 2/5/2021. No hardcopy proposals will be accepted, and late offers will not be accepted. Offeror must submit a cost proposal as a separate document. Offeror shall provide a narrative to address each item and Offerors must present clear evidence of ability to meet or exceed all requirements of this acquisition. Offeror must submit: 1. A completed cost sheet with the total cost 2. An itemized quote showing pricing, with evidence of the vendor s ability to meet the salient brand name or equal characteristics contained in this solicitation. 3. Past Performance Information listing up to 2 (two) similar awards for similar equipment. This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award. Evaluation will be based on Technical, Past Performance and Cost Factors. A decision on the technical acceptability of each Offeror s quotations will be made. For those Offerors which are determined to be technically acceptable, award will be made to that vendor with the lowest overall price. While the Government will strive for maximum objectivity, the technical go/no go process, by its nature, is subjective; therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotations. If further questions are required, the contracting officer may contact the Offeror or Offerors. Award may be made without discussion. Award will be made to the responsible Offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
