- Description
- The subject DLA Troop Support procurement is for Self-Protection Clubs, NSN 8465-01-625-7830 (NSN for reference only). �A total of 4,515 each Self-Protection Clubs are required. Deliveries shall commence 30 days after award. Customer direct deliveries are required to Richmond, KY 40475-5070. This acquisition will be issued as a full and open solicitation and conducted in accordance with FAR 13.5 � �Simplified Procedures for Certain Commercial Items.� The solicitation will result in the issuance of a firm-fixed price, definite quantity contract. Offerors shall identify the commercial Self-Protection Club proposed and provide a technical data sheet to be considered for an award under the solicitation. Once all proposals have been evaluated to ensure that they meet the identified technical requirements, lowest price technically acceptable procedures will be used. DFARS clause 252.225-7012 - Preference for Certain Domestic Commodities applies. The Technical requirements are as follows: Salient Characteristics Commercially available handheld Self Protection Club (Expandable Baton) used for law enforcement with the following design and characteristics.� The baton shall have a positive lock expandable straight baton that uses a push-button mechanism to keep it from collapsing until you need it to. The baton shall be constructed with an aircraft grade aluminum frame and black polycarbonate shaft. The positive lock system is located on the side on the handle for easy access. The baton shall have knurled grip and a Black Anodized Finish. Made in the USA. Specifications: � Material shall be Aluminum, Polycarbonate � Baton length shall be 24� (+ /- 1 inch) closed and be 36� (+ /- 1 inch) extended. � Thickness shall be 1 1/4"" diameter (+ /- .125 inch) � Weight shall be 24 ounces (+ /- 2 ounces) It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after February 16, 2021. All offerors MUST be registered in SAM in order to be eligible for award. All responsible sources may submit offers which, if timely received, shall be considered. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.� Solicitation will be posted on https://www.dibbs.bsm.dla.mil/, however instructions for submitting offers will be provided within the solicitation remarks of the solicitation as offers submitted solely for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their System for Award Management (SAM) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
