- Subject:�� Drinking Water Testing Analysis Services for the U.S. Army Public Health Center (USAPHC) THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. � 1.0� DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFQ will not be entertained. � 2.0 SUBJECT:� �The U.S. Army Public Health Center (APHC) is part of the U.S. Army Medical Command (MEDCOM) and focuses on epidemiology, laboratory sciences, occupational health sciences, public health information and toxicology to enhance Army readiness and assure the quality and effectiveness of Army�s Public Health Enterprise. 3.0 BACKGROUND: As part of the APHC mission, the Lab Sciences Directorate performs sample analyses of drinking water matrix in Army operating environments and military bases to ensure the safety and security of all who work there.� The Lab Sciences (LS) Directorate currently analyzes water samples for organic, inorganic, and biological organisms in support of the APHC mission.� However, the LS does not currently have the analytical capacity to perform all required sampling analyses including analyses on deployment locations and in natural or man-made disaster locations. � � � � � � � � � 4.0 RESPONSE INSTRUCTIONS:� �Respondents should address the following in their capabilities statement:� � Ability to perform analyses on drinking water matrices and provide the results showing any organic, inorganic and/or biological compounds in each sample. Personnel and facilities shall meet all qualifications set by the NELAC Institute (TNI) � (Most current). Personnel and facilities shall meet all qualifications as defined in international standards ISO 17025 (most current version). Shall show experience in quality System Management within an environmental laboratory. Shall show experience in Quality Assurance / Quality Control (QA/QC) procedures and laboratory�s quality system. Show ability to evaluate data objectively.
