- 1.� GENERAL This sources sought is being issued by the Naval Air Systems Command (NAVAIR).� The Navy Tactical Airlift Program Office (PMA-207) is seeking potential sources that may possess the capability to provide supplies and services necessary for the weapons and sensor systems for KC-130J Harvest Hawk Plus Aircraft Offensive Air Support (OAS) and Multi-Sensor Imagery Reconnaissance (MIR) missions.� The required support includes: Weapons System Sustainment Support; Sustaining Engineering and Logistics Support; CONUS and OCONUS Field Service Representative (FSR) Support; Software Sustainment Support of a System Integration Laboratory (SIL) for testing; Diminishing Manufacturing Sources and Material Shortages (DMSMS)/Obsolescence management; software development and modification support, engineering investigations and maintenance of fielded systems; and various program management functions. �Software Development and modification support includes, but is not limited to: Engineering Change Proposals (ECPs); retrofit kit development and installation; associated non-recurring engineering (NRE); systems engineering; integrated logistics support; production support; technical manual development and sustainment; test and evaluation support; spares support and repair of repairables; training systems simulators/devices sustainment and modification; and associated support equipment support for the U.S. Marine Corps (USMC), Navy, Air Force and Special Operations Command.� Potential sources shall be capable of: Integration with Burma Software Burma Software is Proprietary to Sierra Nevada Corporation (SNC), and therefore, agreements with SNC for access to Burma Technical Data must be established Sustaining and updating Burma Software to address system faults and to meet the requirements of C/KC-130 weapons and sensor systems upgrades and coordinate with Naval Surface Warfare Center Dahlgren Division (NWSCDD) to integrate Battle Management System (BMS) software updates into a consolidated software configuration release Updating technical data associated with Burma software to define, control, and document all physical, electrical, structural, and functional interfaces between the KC-130J aircraft systems and software Updating associated training systems with Burma and BMS software releases Integration and procurement of the kits to integrate the Joint Air to Ground Missile (JAGM) with pre-existing Harvest Hawk Configuration This sources sought is being used as a market research tool pursuant to Federal Acquisition Regulations (FAR) Part 10 to determine potential sources and their technical capabilities.� The result of this market research will contribute to determining the method of procurement.� The applicable North American Industry Classification System (NAICS) code currently assigned to this procurement is 336413.� All interested contractors must be registered in the System for Award Management (SAM) government website at www.sam.gov to be eligible for award of Government contracts. Only interested firms who believe they are capable of providing the supplies and services noted above and can meet these requirements are invited to respond to this notice. Unless otherwise stated herein, no additional written information is available. 2.� BACKGROUND The NAVAIR KC-130J program is currently seeking interested and qualified sources to provide supplies and services. �The NAVAIR KC-130J program currently provides support for ten (10) USMC KC-130J aircraft modified with the Harvest Hercules Airborne Weapons Kit (HAWK) Plus system to provide Close Air Support and Intelligence, Surveillance, and Reconnaissance capability. Field Service Support is required at two (2) operational USMC squadrons located in North Carolina and California, as well as one (1) test squadron in Maryland.� OCONUS FSR support will be required in Hawaii, and Iwakuni, Japan.� 3.� INFORMATION REQUESTED NAVAIR is conducting market research to identify industry partners that can provide engineering, logistics, FSRs, and sustainment support for the work scope identified above.� Respondents are requested to provide information on current products and services, relevant history, evidence of past performance, access to original equipment manufacturer (OEM) technical manuals and data, and the capability of supporting in full the functions and services identified herein.� Interested companies shall provide their technical capabilities describing how they are able to meet the Government's complete requirements for the support services described in paragraphs 1 and 2 above, either directly or through teaming arrangements.� 3.1�Corporate Information Requested Company's name and address. Experience providing supply data, and access to technical manuals and CDRLs within the past five years.
