Description
REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE The Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12, on behalf of the VA Illiana Health Care System (Danville VAMC) located at 1900 E. Main Street, Danville, IL 61832, is seeking information and potential sources for Inpatient Psychiatry Services. The anticipated period of performance is May 16, 2021 through May 15, 2022, with four one-year options to extend. The contractor shall provide a pool of psychiatrists to provide coverage on a 22-bed inpatient mental health unit with current average daily census of less than 10. Coverage is needed for two weekends a month and federal holidays for approximately 570 hours a year. Psychiatrists will work 10-hour shifts with flexible scheduling with a start time between 7 a.m. and 9 a.m. TheĀ  psychiatrist will be responsible for inpatient mental health unit including, but not limited to, follow-up notes, history and physical assessments, any additional documentation, and rare stat consults on inpatient medicine that cannot be addressed by on-call psychology or social work staff. Weekends and federal holidays requiring coverage will be determined by the facility and communicated to the contractor three months in advance for scheduling. Contractor personnel shall have a full and unrestricted license in a State, Territory, or Commonwealth of the United States or the District of Columbia; shall be proficient in written and spoken English (38 USC 7402); shall be computer literate; and certified in Basic Life Support BLS (CPR) by or through an organization recognized by the American Heart Association (AHA). The NAICS for this requirement is 561320 Temporary Help Services, which has a small business size standard of $30.0 million. This is a Request for Information (RFI) / Sources Sought (SS) Notice only. This RFI / Sources Sought Notice will be used to obtain information regarding the provision of Inpatient Psychiatry Services from potential vendors, identify potential vendors that would be interested and capable of providing Inpatient Services, and to assist the Contracting Officer in making a set-aside determination. This RFI / Source Sought Notice and any responses are for market research purposes only and shall not be considered an obligation on the part of the Government to acquire any services. This RFI / Source Sought Notice is not a solicitation and no contractual arrangement will be made as a result. Vendors are advised that no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a contractor submission to this RFI / Sources Sought Notice or the Government's use of such information. All costs associated with responding to this RFI / Sources Sought Notice are solely at the responding vendors expense. The Government reserves the right to reject, in whole or in part, any vendor's input resulting from this RFI / Sources Sought Notice. All submitted information should be UNCLASSIFIED or NON-PROPRIETARY, and will not be returned. By responding to this RFI / SS Notice, the vendor provides the Government permission to share its submitted capabilities and contact information with other Government organizations in relationship to similar requirements for market research purposes. All interested vendors, REGARDLESS of socioeconomic status, capable of providing the required services are invited to provide a response to this RFI/SS Notice. Vendor s background and experience in providing psychiatry services. How many board certified or board eligible psychiatrists does the vendor have capable and interested in providing these services? How many of these psychiatrists live near Danville, Illinois or in the state of Illinois? If three months notification is insufficient, how much advance notice is required to ensure psychiatrist coverage? Vendors that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) shall include proof of verification that responding vendor is listed in the VIP database at https://vip.vetbiz.va.gov/. Vendors shall include proof of registration in the System for Award Management (SAM) system (www.SAM.gov).
