- Army Foreign Military Sales (FMS) Training Development Sources Sought Notice and Draft PWS Solicitation Number: W91CRB-21-R-0032 For reference, the current contract number is W91CRB-19-C-0047. Sources Sought Notice:� This notice is for market research only, with the intent to identify vendors that are interested in and capable of performing the requirements in the attached Performance Work Statement (PWS).� This sources sought notice neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Each interested party should submit a tailored capabilities statement for this requirement not to exceed fifteen (15) pages (including any attachments) that clearly details the firm's ability to perform the aspects of the requirement described within this Sources Sought Notice.� Each interested party must articulate its qualifications and capability to support the requirements of the attached PWS. Specifically, the Government requests that capabilities statements include the following information: Vendor�s business name, point of contact, address, and DUNS number. Indication of the concern�s current certified business and socioeconomic status/category and small business size status specifically under NAICS code 611430 - Professional and Management Development Training or alternate recommended NAICS code if the vendor believes an alternate NAICS code is applicable; this indication should be clearly marked on the first page of the capabilities statement.� If an alternate NAICS code is recommended, the vendor shall provide a detailed explanation as to why the alternate NAICS was selected for recommendation. A statement or explanation of the company's background, technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the required services identified in the PWS. Explanation of your team's knowledge and experience regarding NAICS 611430. Description of any relevant examples of similar performance or involvement with similar contracts or projects involving both classroom and online instruction. Relevant examples must be comparable work performed within the past 3 years with a brief description of the project, customer name, and timeliness of performance, customer satisfaction, and dollar value of the project.� Provide at least 2 examples. A summary of the company's facility and personnel security clearance levels or the company's ability to obtain such clearances within a sufficient timeframe to support this requirement. Is the vendor aware of any General Services Administration (GSA) Schedules or Government-wide Acquisition Contracts (GWACs) that could satisfy this requirement? If so, please identify them. � In addition, the vendor�s capabilities statements should answer the following questions: How many years' experience in developing DoD instructional training within the Security Assistance/Foreign Military Sales arena? What are the educational course development off-the-shelf software utilized?� And, which software works best for DoD educational training? What is your experience with coordinating educational training development and instruction within a multiple-organization enterprise? What are the highest-degree academic credentials of instructors? Do you have experience in teaching DoD courses developed by another vendor?� If yes, what potential pitfalls may exist? Have you collaborated with other DoD educational organizations, i.e. Defense Acquisition University, etc.?�� Industry leaders with DoD contracts? What data/course analysis guidelines and/or principles are used to assess curriculum and instruction? What is your experience in performing and maintaining registrar functions (i.e.: scheduling/grading/transcripts/diplomas) for an organization? What type of collaboration and best practices can you relay to ensure effective communication with a government entity? What attributes have you been are needed to develop a virtual training course from a previously taught in-person course? Do your instructors have previous military and/or government service experience? ********** Only electronic submissions will be accepted. Emails larger than 5 MB shall be broken down into multiple email transmissions with no individual email exceeding 5 MB.� Each electronic submission shall include: �FMS Training Capabilities Statement W91CRB-21-R-0032� in the subject line. If the submission includes more than one email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line. In the body of the email, include a Point of Contact (POC), phone number, and email address of the person to be contacted regarding any correspondence between the Government and the vendor. This person should be a primary contact and capable of addressing questions or issues associated with the submission or content of the capabilities statement. Include a brief summary of the email's content, the vendor's name, and mailing address. The Capabilities Statement attachment clearly identified by the file name. Filenames on submitted documents shall be descriptive and succinct. All capabilities statements sent in response to the Sources Sought must be submitted via e-mail only to Alexa Davis (Contract Specialist), alexa.r.davis.civ@mail.mil, no later than 12:00 PM EST, on Friday, March 12th 2021. A courtesy copy should also be sent to the contracting officer, Alex Obriwin, alexander.s.obriwin.civ@mail.mil. Physical mail, telephone calls or faxes will not be accepted in response to this notice.� The Government does not desire or request one-on-one meetings or oral presentations at this time.� Capabilities Statement receipt time will be determined by the recorded time of receipt in the email box. In the event submissions include multiple electronic files, all files must be received in the electronic mailbox by the due date.
