Description
This is a Request for Information (RFI) On September 7, 2020 and continuing, Oregon Wildfires and Straight-Line winds caused and continue� to cause damage to private property and public infrastructure. To date, the blazes have destroyed� hundreds of homes and burned over 1,560 square miles (4,040 square kilometers) leaving thousands of� families without refuge. As a result, The State of Oregon/Federal Emergency Management Agency (FEMA) have declared several� counties as designated disaster areas. In order to support this mission a Federal response to� coordinate and assist in response and recovery efforts is required. The Direct Housing Mission� offers a variety of temporary housing options, one being direct lease. With direct lease, FEMA may� contract with property owners to lease existing residential properties, not typically available to� the general public (i.e., corporate apartments, second homes, etc.) for use as temporary housing� for FEMA applicants. In accordance with the Robert T. Stafford Act, preference for Local Property Owners will be� considered. Local refers to the Counties listed in the Presidential Declaration for Oregon DR-4562� (see attached County Highlighted/Colored Map) The properties should be complexes that are able to accommodate a considerable number of people in � a single location. Each property must have been previously used as a direct lease housing complex� and contain three or more rental units. The site must be repairable within a four month period and� cannot be located in a Floodway, Coastal High Hazard Area or Coastal Barrier Resource Unit. Within� this program, there is no rental cost for the eligible applicant. The repair costs are funded by� the State/FEMA and the value of these repairs are deducted from the value of the lease agreement� between the State/FEMA and the property owner. If you are a property owner and are interested in� this program, please provide the following information: 1. � �Complex name, location, property owner name, and phone number; 2. � �Number of vacant units available for State/FEMA exclusive use; 3. � �Number of vacant units compliant with the American Disabilities Act; 4. � �Number of vacant units that contain a separate bathroom, kitchen, and living space; 5. � �Description of repairs and improvements required to make the units habitable; 6. � �Projected length of time required to make units habitable; 7. � �History of building�s use; a. � �Approximate date of construction b. � �Dates the building was used for multi-family housing 8. � �Rental rates during the last year of operation (state whether utilities were included, and if� so, which ones); 9. � �Any applicable pet restrictions, such as what pets are allowed in the units and any� restrictions on number of pets or size of pets, and any applicable pet deposits; and 10. �Number of parking spaces (including accessible and van-accessible) available for each unit. THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR QUOTES. Responses to this notification will be used to determine which properties meet direct lease� criteria and provide the timeliest, most cost-effective means of providing direct assistance to� eligible disaster survivors. The Government wants to obtain market information or capabilities for� planning purposes. Responses to this notice for information are not offers and cannot be accepted by the Government to form a binding contract. �All responses must be in writing and submitted via email to (DR-4562-OR-� MLRP@fema.dhs.gov ) and received no later than 12:00 Noon PST, February 12th, 2021. �Verification� of receipt of electronic transmission is the sole responsibility of the property owner/interested� party. The Government will not pay for information submitted. �
