- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.� The USACE Seattle District is requesting interest of firms having capability to meet the below need for water quality analytical services.� Information received from this sources sought will be used by the Government to make appropriate acquisition decisions.�� Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice. Background:� The Seattle District Corps of Engineers annually collects water quality samples in the reservoirs, rivers and watersheds surrounding each operating project in the district as part of the water quality sampling program at Chief Joseph Dam, Libby Dam, Albeni Falls Dam, Howard Hanson Dam, Mud Mountain Dam, Lake Washington Ship Canal, and the flexible winter pool operations on Lake Pend Oreille.� The Seattle District requires lab analysis and data reporting for the water quality samples. Objectives:� Provide water quality analytical services for water samples collected by the Seattle District Corps of Engineers.� The water quality laboratory will provide the following services: Ultra Low Concentration Total Phosphorus and Soluble Reactive Phosphorus analysis Ultra Low Concentration Total Nitrogen, Nitrate, and Ammonia analysis Total and Dissolved metals analysis Cation and Anion analysis Chlorophyll �analysis. Scope:� This scope of work is for water quality analytical services for water samples collected by the Seattle District Corps of Engineers in the Columbia River and Lake Rufus Woods at Chief Joseph Dam, in the Kootenai River and Lake Koocanusa at Libby Dam, in the Pend Oreille River and Lake Pend Oreille at Albeni Falls Dam, in the Green River and Eagle Gorge Reservoir at Howard Hanson Dam, in the White River at Mud Mountain Dam, and in the Lake Washington Ship Canal. The Seattle District conducts water quality sampling at Libby Dam, Montana, and Albeni Falls Dam, Idaho during the same sampling trip and requires lab analysis for water quality samples to meet the EPA�s holding time criteria of 48 hours as outlined in�40 CFR Ch. I Required Containers, Preservation Techniques, and Holding Times.� For soluble reactive phosphorus, samples must be filtered and analyzed by the lab within 48 hours of collection.� Sampling conducted at Libby Dam and Albeni Falls Dam are conducted during the same sampling period. Since there is no shipping facility open in Libby, Montana, on the same day after samples have been collected, and the sample holding time is 48 hours, the samples must be hand delivered to a lab within the King County metro area in order to meet EPA holding times. RESPONSES TO THIS NOTICE: Responders should address ALL of the following in their submittal: 1. Firm�s name, address, point of contact, phone number, email address, CAGE code and DUNS number. 2.� Indicate if your company is currently registered with the Systems for Award Management (SAM) database.� If not, indicate if it has been registered or does it plan to register. 3.� In consideration of NAICS code 541380, with a small business size standard in dollars of $16.5M, indicate which of the following small business categories your business is classified under:� Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. 4.� Indicate if your company is currently prohibited from doing business from doing business with the Federal Government.� Yes/No. (If yes, explain). 5.� Provide information / certification of current�Laboratory analytical procedures using U.S. EPA approved methods (APHA et al. 1992, 2000; U.S. EPA 1983, 1984) and must meet or exceed the Reporting Limits: Total Phosphorus������������������������������������ 0.002 mg/L Soluble Reactive Phosphorus� � �������� 0.001 mg/L Total Nitrogen������������������������������������������� 0.050 mg/L Nitrate + Nitrite Nitrogen� � � � � � � ������� 0.010 mg/L Ammonia� � � � � � � � � � � � � � � � � � � �������������� 0.005 mg/L 6.� Provide a simplified proposed plan to meet the�EPA�s holding time criteria of 48 hours as outlined in 40 CFR Ch. I; Required Containers, Preservation Techniques, and Holding Times, while travelling to all required sites.� If performing similar services under another federal contract, please provide a POC and contract information to include agency, award number, and award amount. 7.� Total submittal shall be no longer than 10 pages. SUBMISSION INSTRUCTIONS: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, QUOTE OR BID. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this sources sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice�NLT 5:00PM (PST) 8 February 2021.
