- Description
- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Nancy Foster is requesting Uninterruptable Power Supply (UPS) Battery Replacement onboard the NOAA Ship Nancy Foster. The installation will be conducted by EATON Corporation 8609 SIX FORKS RD RALEIGH, NC 27615-2966 under their GSA Contract. OMAO currently owns and operate several Eaton UPS systems throughout the NOAA fleet. There are other manufacturers of UPS systems and similar systems that can provide emergency reserve power however, each manufacturers system is proprietary to the manufacturer of the system. Each manufacturer has unique and proprietary hardware designs, firmware to control the different subcomponents of the system, and software products to operate, control and process the acoustic data received by the system. Since this is an Eaton Marine 9355-30kva UPS system, only Eaton Corporation has the replacement parts needed to fully integrate with the existing system with the need for extra hardware. The Government is not aware of any other vendors that are authorized to support EATON Equipment therefore; the Government intends to acquire this service and parts under the guidelines of FAR Part 08, Required Sources of Supplies and Service, FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Eaton Corporation under the authority of FAR 8.405-6 Limited Sources. This is not a solicitation for competitive quotes. However, if any interested party that can provide both parts and service and are authorized by the OEM, without delaying the services or adding additional mark ups or compromising any warranties may submit a statement of capabilities, which if in timely received, will be considered by NOAA, OMAO. A statement of capabilities shall include the detailed of EATON, UPS power supply, OEM authorization, and a price list, this shall be received by 5:00pm EST on Friday February 12, 2021. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the complete services for EATON Corporation UPS System. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the services required. Capability statements and related materials must be e-mailed to Alexander Cancela at alexander.cancela@noaa.gov by 5:00pm EST on February 12, 2021.
