Description
Department of Energy Headquarters COVID-19 Testing The U.S. Department of Energy is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and is requesting information from potential vendors who can provide COVID-19 diagnostic testing on a routine basis for personnel at its Headquarters facilities located at 1000 Independence Avenue, SW Washington, DC; 19901 Germantown Road, Germantown, MD; and other potential sites within the National Capital Region. Note: This notice is for information purposes only. This is not a Request for Proposal (RFP) or Request for Quote (RFQ). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available for reimbursement in response to this solicitation. Any information submitted in response to this announcement is voluntary. Period of Performance: It is anticipated that testing and support services will be required for an initial six-month period, with additional 90-day option periods not to exceed two years. Requested Information: Responses should be limited to 10 pages and address the following elements: � Business Information: Company Name Company Address Data Universal Numbering System (DUNS) Number North American Industry Classification System (NAICS) Code Business Size for NAICS Code(s) Indicated Manufacturer or Reseller (if applicable) Small Business Designation (if applicable) Primary and Additional Contact (Name, Title, Phone, and Email) Relevant Multi-Agency Contracts, Government-wide Acquisition Contracts (GWACs), and/or GSA Schedule Prime Contracts and Numbers Government Points of Contact POC(s) for Multi-Agency Contracts, GWAC(s), and/or Schedules Technical Information: Name of the company/laboratory producing the tests Provide a list of nucleic acid/antigen/antibody tests (by lab or manufacturer) that are available to you Amount of time required for test results to be delivered Brief description of recommended testing frequency and any other standard testing protocols Brief description of the process for delivering test results (hard copy, electronic portal, etc.) and procedures for safeguarding sensitive personal health information Brief description of information provided to employers Brief description of your on-site test capabilities and space requirements, if applicable Brief description of mobile testing capabilities (if applicable) Brief description of at-home or mail-in testing capabilities; ease of performing an at-home test; and on-line support (if applicable) List of available sites within the National Capital Region (Washington, DC area) for testing (e.g., kiosks, offsite facilities, labs, if applicable, and excluded from the 10-page limit) Rough Order of Magnitude: Interested vendors are asked to provide a Rough Order of Magnitude (ROM) for the cost of testing up to 500 individuals at one time and then every one to two weeks thereafter using a rapid antigen test. Interested vendors are asked to provide a Rough Order of Magnitude (ROM) for the cost of testing up to 200 individuals each month using a molecular active infection swab and polymerase chain reaction (PCR) analysis. Interested vendors are asked to provide a Rough Order of Magnitude (ROM) for the cost of testing up to 50 individuals each month Immunoassay (IgG/IgM) tests.� ROMs should also be provided for the cost of providing a mobile laboratory, setting up a testing location on-site (e.g., kiosks or tents), using DOE-provided space, or an alternative vendor provided location.�� Submission Instructions: All RFI responses must be submitted electronically in Microsoft Word or Portable Document Format (PDF) format.� Information should contain unclassified material only and shall not be constrained by proprietary data rights.� If proprietary data is included in the submission, the respondent is responsible for the appropriate markings. RFI responses should be Albert.manley@hq.doe.gov, Contracting Officer, no later than 3:00pm, February 8, 2021.�
