- NOTICE OF INTENT TO SOLE SOURCE The Bureau of Land Management (BLM), Carlsbad Field Office,intends to award a sole source purchase order (PO) under the authority of Federal Acquisition Regulation (FAR) 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirement. The National American Industry Classification System (NAICS) code for this requirement is 922120. County of Eddy dba Sheriff's Office (CESO) 102 N. Canal STE 100, Carlsbad, NM 88220-5750l has been determined to be the only source that can fill the needs of this requirement. The purpose of this contract is to obtain law enforcement services as needed to assist the BLM in the administration and regulation of the use and occupancy of public lands focusing on combating illegal dumping on public lands within Eddy County. The CESO will enforce the civil and criminal laws of the State and county on public lands, waters, roads, and trails administered by the BLM with reimbursement by the BLM, in accordance with the actual costs associated with conducting these patrols and investigations, to include: current wages of law enforcement personnel, mileage, and other vehicle costs associated with vehicle patrols. This action will result in a Firm Fixed Price PO with a period of performance of one (1) base year with four (4) option years. The Notice of Intent to award a sole source contract is not a request for competitive proposals. BLM has only one known source for this procurement that is in the Government best interest. Interested parties must express their interest and shall submit their capability statement and any other information considered pertinent to the Contracting Officer no later than March 4, 2021 1700 MT. A determination not to compete the described acquisition will be based upon responses to this notice and is solely within the discretion of the Federal Government. If no response is received that clearly demonstrates an ability to meet all requirements by the date and time set, BLM shall make award on a firm fixed price to CESO.
