Description
The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform construction which will consist of renovating Cullum Hall for the United States Military Academy (USMA) Library, Special Collections and Archives Division (Archives), United States Army Garrison (USAG) West Point. Cullum Hall, building 605, is failing and is unable to meet Archives' specific academic and technical operational mission requirements. The scope entails a comprehensive repair of all building infrastructure and systems throughout Cullum Hall to include Mechanical, Electrical, Plumbing (MEP) systems; Communication systems; Fire Protection systems, equipment, components, and configuration; Architectural Components; Structural components; Interior circulation, egress, space configuration, finishes, and fixtures; Exterior Envelope; Roofing and Exterior Drainage; and Security Systems. The building repairs will address the removal of hazardous materials; replacing deteriorated utility systems; and space planning for new configurations. Cullum Hall Renovation, building number 605. Cullum Hall was built in 1898 and is 41,344 square feet in size. Cullum Hall is a historic building that is failing and is unable to meet Archives' specific academic and technical operational mission requirements. Usable, specialized facility functional areas and serviceable infrastructure support are essential to preserve, store, catalog, maintain, exhibit and manufacture digital records of special collections and historical records. The period of performance for this project is approximately 730 calendar days total, Optional CLINS can be awarded 90 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the Beta.Sam website at www.Beta.Sam.gov.�� The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Facilities.� The magnitude of this construction is estimated to cost between $25,000,000 and $100,000,000 total.� This project will be issued as an unrestricted Request for Proposal.� It is anticipated that the plans and specifications will be posted electronically on or about 26 February 2021 via the Beta.Sam website at www.beta.sam.gov, with proposals due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available.� It is the contractor's responsibility to monitor the Beta.Sam web-site for any amendments. Bidders are required to be registered in the Central Contractor Registry (see www.ccr.gov).� Award will be made to the lowest responsible bidder.�
