- Description
- The general scope of this contract requires engineering services and military operations specialists, as well as the use of engineering sciences, principles, and methods of engineering analysis by individuals whose competence has been attested by a licensor as a professional engineer or certified planner. The services required from the A-E firm or joint venture include, but are not limited to, architectural-engineering (A-E) or environmental services for the preparation of environmental planning documentation such as categorical exclusions (CATEX), environmental assessments (EAs), and environmental impact statements (EISs) under NEPA, as well as environmental reviews and environmental studies under EO 12114. The preponderance of the work under this contract shall be the preparation of various documents to support the proposed infrastructure-related actions with respect to ship homeporting issues. Examples of taskings required to complete this work may include analysis of port facility and infrastructure construction, renovation, and/or demolition; dredging; base realignment and closure (BRAC) actions; and proposed operational actions related to ship homeporting, waterfront activities and manned/unmanned asset activities. Additionally, other tasks, studies, surveys, or documents may be required to complete the environmental planning documents including, but not limited to, environmental documentation for ship readiness and testing and training operations at the homeport locations and within Department of Defense-managed seaspace and Navy/Marine Corps training ranges. For major testing and training exercises, the contractor shall be tasked with estimating marine mammal exposure from ordnance and sonar activities. The contractor shall use the guidelines for preparation of the NEPA documentation as contained in the Council on Environmental Quality (CEQ) Regulations (40 CFR Part 1500 el Seq.); Navy Instructions as published, 32 CFR Part 775, OPNAVINST 5090.1, Environmental Readiness Program, and SECNAV Instruction 5090.6A; and Marine Corps Instructions as published, MCO P5090.2, and DoD instruction 4715.11/12, and the United States Marine Corps National Environmental Policy Act (NEPA) Manual.
