COMBINED SYNOPSIS/SOLICITATION Vessel Life Rafts Annual Safety Certification and Required Repairs (I)����������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)��������� This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMAF0002100193. (III)������� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04 (JAN 2021) (Deviation 2020-11) (AUG 2020). (IV)�������� This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 811310. The small business size standard is $8 Million.� (V)��������� This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001 - Non personal professional services to provide all personnel, labor, materials, and equipment (unless otherwise provided herein) necessary to provide inspection services for NOAA/GLERL life rafts to test, reset devices, replace expiring items, correct deficiencies and provide certification for the Great Lakes Environmental Research Lab in Muskegon, MI in accordance with the attached Statement of Work for specific rafts. Raft repairs are to take place at the vendor�s location as needed. The period of Performance is the Date of Award through January 31, 2022. CLIN 0002 - Non personal professional services to provide all personnel, labor, materials, and equipment (unless otherwise provided herein) necessary to provide shipping services for the NOAA/GLERL life rafts from the NOAA/GLERL Lake Michigan Field Station for inspection to vendors designated site and return after inspection-certification in accordance with the attached Statement of Work for specific rafts. Raft repairs are to take place at the vendor�s location as needed. The period of Performance is the Date of Award through January 31, 2022. CLIN 1001 � Option Year 1 - Non personal professional services to provide all personnel, labor, materials, and equipment (unless otherwise provided herein) necessary to provide inspection services for NOAA/GLERL life rafts to test, reset devices, replace expiring items, correct deficiencies and provide certification for the Great Lakes Environmental Research Lab in Muskegon, MI in accordance with the attached Statement of Work for specific rafts. CLIN 4001 � Option Year 4 - Non personal professional services to provide all personnel, labor, materials, and equipment (unless otherwise provided herein) necessary to provide inspection services for NOAA/GLERL life rafts to test, reset devices, replace expiring items, correct deficiencies and provide certification for the Great Lakes Environmental Research Lab in Muskegon, MI in accordance with the attached Statement of Work for specific rafts. Raft repairs are to take place at the vendor�s location as needed. The period of Performance is Feb 01, 2025 through January 31, 2026. CLIN 4002 � Option Year 4 - Non personal professional services to provide all personnel, labor, materials, and equipment (unless otherwise provided herein) necessary to provide shipping services for the NOAA/GLERL life rafts from the NOAA/GLERL Lake Michigan Field Station for inspection to vendors designated site and return after inspection-certification in accordance with the attached Statement of Work for specific rafts. Raft repairs are to take place at the vendor�s location as needed. The period of Performance is Feb 01, 2025 through January 31, 2026. (VI)�������� Description of requirements is as follows: See attached Statement of Work which applies to Base Year and all Option Years 1 � 4. Contractor shall inspect life rafts in accordance and compliance with inspection requirements of 46 CFR-160.051-6(e).� In the event additional life rafts other than those identified below require certification or life rafts removed from inspection requirements, the government shall issue a modification to the original purchase order to incorporate the increased/decrease quantity of life rafts. Task 1 � Contractor shall transport life rafts from LMFS to designated inspection site. Task 2 � Contractor shall inspect to make current in accordance and compliance with inspection requirements of 46 CFR-160.051-6(e).� Contractor shall replace anything that is set to expire within year the current year that the raft is being certified for.� Additionally, contractor to provide details on each life raft inspected (replacement items, tests, etc.).� Also, included in inspection details will be requirements for next inspection cycle for each life raft. Task 3 � Contractor shall transport life rafts from designated inspection site to NOAA, GLERL, LMFS. (VII)������ Date(s) and place(s) of performance: The place of performance shall be at the vendor�s location. The vendor is responsible for picking and dropping off the rafts as required at the designated locations. All rafts shall be returned to LMFS no later than March 15th of each performance period.�� Period of performance shall be: Base Year (CLINS 0001 and 0002) for the period starting on the date of award and extending through Jan 31, 2022.� Option Period 1 (CLINS 1001 and 1002) for a twelve month period February 1, 2022 through January 31, 2023. Option Period 2 (CLINS 2001 and 2002) for a twelve month period February 1, 2023 through January 31, 2024. Option Period 3 (CLINS 3001 and 3002) for a twelve month period February 1, 2024 through January 31, 2025. Option Period 4 (CLINS 4001 and 4002) for a twelve month period February 1, 2025 through January 31, 2026. (VIII)� FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2020), applies to this acquisition. NOTICE TO OFFERORS:� Instructions for submitting quotations under this request for quote must be followed.� Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on the Standard Form SF18 or on a Company quote form that clearly labels CLINS as listed above. All submissions must include any acknowledgements of solicitation amendments as required. 2.� Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation.� Email quotes are acceptable and can be sent to veronica.stroud@noaa.gov. 3.� At a minimum, the contractor shall provide the following information: ��������������� a) Point of contact name, telephone and E-mail address. ��������������� b) DUNS Number 4.� Provide all evaluation criteria in accordance with 52.212-2 in this package. 5.� Please also include checked necessary FAR provision 52.204-24 with your submission. ""THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES.� IT IS THE CONTRACTOR'S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT"". CAM 1352.215-72 Inquiries (APR 2010) OFFERORS MUST SUBMIT ALL QUESTIONS CONCERNING THIS SOLICITATION IN WRITING TO veronica.stroud@noaa.gov.� QUESTIONS SHOULD BE RECEIVED NO LATER THAN 12:00 PM MST on 02/08/2021. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.� (End of clause) (IX)� �FAR 52.212-2, Evaluation � Commercial Items (Oct 2014), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Paragraph (a) is hereby completed as follows. Evaluation will be based on:�� ��������������� a) Technical Acceptability ��������������� b) Price The Government intends to award a low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30.� (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
