Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of Services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA 92008, for the acquisition of a maintenance and repairs services agreement for a QuantStudio Flex. Services can only be acquired from the original equipment manufacturer (OEM) and only the manufacturer is authorized to perform maintenance services or repairs. No third parties have been authorized by Life Technologies Corporation to provide services on the QuantStudio 7 Flex. In addition, only Life Technologies Corporation can provide the highly unique, specialized replacement parts that are required for maintenance and repair of the equipment. Item No.������ ������������� Description����������������������������������������������������Qty. 0001����������� AB Assurance Service Agreement and 1 PM����������� �1 ea. ��������������������for QuantStudio 7 Flex (SN/: 278871120) The EPR (extensive phenotypic data) is an NIEHS DNA registry containing over 18,000 human samples available for genotyping and sequencing.� The EPR (extensive phenotypic data) also has extensive phenotypic data for approximately half of the participants, which allows for high-density genotype-phenotype analyses.� The ability to run experimental procedures consistently and rapidly is crucial to the success of the NIEHS Division of Intramural Research efforts in performing the mission of the NIH.� The QS 7 qPCR machine and genotyping software provide us with the technology to perform high-throughput analyses necessary for completing these studies in a timely-efficient manner.� The size of projects can range from a few thousand to all 18,000 registry samples, as well as from a few genotyping assays to gene sequencing on the whole set of samples.� If we are unable to utilize the instrument and software, our throughput will be lowered, and each project would take weeks longer.� Thus, this instrument is critical to the mission of NIEHS for completing projects we have planned for NIEHS investigators.� Continued service of this instrument and software package for analysis with a rapid turn-around time is critical to maintaining this service to NIEHS investigators and collaborators. The National Toxicology Program Laboratory (NTPL) requires an annual service maintenance agreement to provide preventive maintenance, repair services, and parts for a QuantStudio (QS) 7 Flex System. The service plan shall include parts, labor, and travel for remedial repair. No charge for planned maintenance visits. Guaranteed priority response time of 2 business days after receipt of a service call for instruments located in LT's Service Zones 1 and Zone 2. Target response time of 3 business days for remedial repairs outside of Zones 1 and 2. Priority telephone and email access to instrument technical support. Telephone and email access to application technical support. Remote Monitoring and Dx Service, which provides for notification to customer of instrument failures or errors that are reported by AB's Remote Monitoring software. The anticipated period of performance will be for a twelve (12) month base period with four (4) option periods starting on 03/11/2021 - 03/10/2022. The applicable North American Industry Classification System (NAICS) code for this acquisition is 811219 ""Other Electronic and Precision Equipment Repair and Maintenance"" and a size standard of $20,500,000.00. NIEHS will solicit and negotiate directly with Life Technologies Corporation and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within eight (15) fifteen days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within eight (15) fifteen days, an award will be made to Life Technologies Corporation.
