Description
This announcement is a FAR 5.2 �Synopses of Proposed Contract Action�. The Army Contracting Command- Aberdeen Proving Ground Division E intends to issue a Request for Proposal (RFP) by way of solicitation number W56JSR-20-R-0009. Solicitation W56JSR-20-R-0009 will be competed under full and open competition. The anticipated contract type will be Firm-Fixed Price (FFP), single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract type with a five (5) year ordering period. The Horizontal Situation Indicator (HSI) ID-2278B/A, NSN: 6605-01-316-2748 and Vertical Situation Indicator (VSI) ID-2277A/A, NSN: 6610-01-155-8315 are flight-critical components of the Black Hawk helicopter platform.� The HSI is a hermetically sealed, integrally lighted navigation instrument that presents a pictorial view of the aircraft's flight path as viewed from above.� The VSI is a hermetically sealed, panel-mounted aircraft instrument that provides the vertical situation of the aircraft.� There are two (2 EA) HSI and VSI units in the UH-60 A/L model configurations.� Together, the HSI/VSI units indicate helicopter pitch (aircraft attitude, indicated in degrees), roll and yaw in relation to the event horizon and provide critical vertical direction and vector position information to the pilot and co-pilot. The IDIQ proposed contract will provide support services for the Horizontal Situation Indicator (HSI) ID-2278B/A, NSN: 6605-01-316-2748 and Vertical Situation Indicator (VSI) ID-2277A/A, NSN: 6610-01-155-8315 in accordance with the corresponding Depot Maintenance Work Requirement (DMWR) and Performance Work Statement (PWS) requested by the Communications Electronics Command, Integrated Logistics Support Center (CECOM ILSC).� The support services include tasks associated with, but not limited to test and inspection (T&I), repair, material lay-in and Diminishing Manufacturing Sources and Material Shortages (DMSMS) material inventory replenishment for HSI/VSI assets and program objectives. Please see the (DRAFT) performance work statement attachments for full details. The requirement will be solicited and awarded under the North American Industry Classification System (NAICS) Code 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.� The size standard for NAICS Code 334511 is 1,250 employees.� The IDIQ contract order ceiling amount is anticipated at $39,000,000. In support of this effort, the Contractor shall provide all labor, equipment and materials to test, evaluate, report condition and execute overhaul of the aircraft instruments. Proposals will be evaluated on Technical, Performance, Small Business Participation, and Price. The solicitation, Request for Proposal (RFP), W56JSR-20-R-0009, will be issued on or about September 7, 2020. Actual issue and due dates will be established in the solicitation. The RFP will be available on the Beta.SAM.gov page for Federal opportunities. Vendors wishing to obtain an electronic copy may download the RFP on or after the issue date at the following internet address: https://beta.sam.gov/ with Keyword/Solicitation Number, W56JSR20R0009; enter and click search.� The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal submission. All proposals submitted shall require a technical proposal clearly describing the contractor's capability to provide the requirements of the solicitation and the Performance Work Statement.� In order to be eligible for award, all offerors must have a current and active registration in the System for Award Management (SAM) website, https://www.sam.gov and not show any Active Exclusions or have any Debt Subject to Offset. Offerors must be found to be responsible in accordance with FAR Subpart 9.1 - Responsibility of Prospective Contractors.
