- The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) procuring �Contractor-Owned Contractor Operated (COCO) facilities and services for marine dock fuel unloading services of Turbine Fuel Aviation, Grade Jet A at Port Tampa, FL. The Port Tampa dock facilities are operated under a special condition that exists at the Port Tampa ship canal and has limitations imposed on the Government by a multi-party agreement. The multi-party agreement establishes utilization of the Port Tampa ship canal and assigned each company to a specific dock within the ship canal. The Atlantic Land and Improvement Company Terminal Tariff Number One is applicable to any new government contract. This tariff meets these requirements and is acceptable.� The requirement will be for a four-year base period of performance and one five (5) five-year option period. The contractor will be required to prepare the facility to provide the required services. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period of performance beginning on June 01, 2021 through May 30, 2025 and one five-year option from June 01, 2025 through May 31, 2030. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). The solicitation is anticipated to be issued to Contracting Opportunities website at www.beta.SAM.gov on or about August 01, 2020. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formally Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-20-R-5X14 on June 18, 2020. This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
