- PRE-SOLICITATION NOTICE NOI-NIAID-2061923 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Tecan Genomics, Inc to procure five (5) kits of KT UPLUS MRNA-SEQ NUQ HU GLOBIN AD 96 Universal Plus mRNA-Seq with NuQuant, Human Globin AnyDeplete, catalog # 0521-A01. The NIH Laboratory of Immune System Biology (LISB) investigates basic aspects of innate and adaptive immune function, with an emphasis on how the body, and more specifically, different cell types within the body discriminate between self and non-self. This discrimination is the crucial mechanism by which the body patrols itself and is able to respond appropriately following exposure to microorganisms or vaccines. LISB is interrogating the changes and response of immune system to the seasonal flu vaccine. The current project involves collection of blood samples from healthy individuals at various timepoints before and after administering the seasonal flu vaccine. These samples will be interrogated and their genomic repertoires isolated, sequenced, and analyzed, thereby providing insight of the states of the cells at particular times. These library preparation kits will be used for genome sequencing of the samples currently being collected for the flu study project. Tecan Genomics, Inc uses proprietary reagents and consumables that only they manufacture, and LISB has been using these specific kits for genome sequencing for the past few years for all projects in the lab. �It is imperative to research the data from this study as an identical comparison to previous studies; hence the need to be consistent with the kit being purchased. It is also required that all kits are derived from the same lot to diminish technical variation in the data. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2061923) to Dana Monroe at dana.monroe@nih.gov, by 5:00 pm Pacific standard time Sunday, February 7, 2021.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
