- This amendment is issued to address the questions that were asked as a part of the RFQ Process and to update the line items as well as the Statement of work. The Questions are in Black text and the answers are in Red text. Is it possible to submit a biding with a third party company that provides the test results? YES. As long as all the requirements are met. The results have to be made available on an on-line database with VA having access. I would like to clarify is this solicitation is only about Legionella Test Kits as the document attached in the portal indicates, because I d read in the description Synopsis side you request an a Supplies? Services for Automated Immunochemical Fecal Occult Blood Testing. This contract is for Legionella and Bacteria testing only. No Fecal Occult Blood Testing. There is a table where a value of 375 units for 500 Legionella tests is provided. Are you stating that 187,500 Legionella tests will have to completed? The estimated number of legionella tests is 125 per quarter or 500 total tests per year. We intend to submit our proposal to your email address. Is this the best way to submit a proposal? Yes, all proposals should be submitted in writing to the following email address, Kami.Hom@va.gov. Is this contract only for service-disabled veteran owned small businesses (SDVOSB)? Yes Page 3 (v) Line Items: Item 0001 Quantity to price is listed as 375 - 2nd line states, Legionella Test Materials for 500 individual samples and 4th line states, Legionella Test analysis for 500 individual samples. Please clarify if Offerors should provide pricing for 375 or 500 samples? Provide pricing for approximately 125 samples per quarter (500 tests per year) Last sentence calls for Legionella test analysis results for 500 samples made available in an online database. Does the VA provide the online database? No. The contractor must provide and maintain the database and provide the VA full access. Last item calls for Stock Number: ISO11730 Please clarify what this refers to? What stock? That should read ISO 11731. ISO 11731 specifies culture methods for the isolation of Legionella and estimation of their numbers in water samples. Page 3 (v) Line Items: Item 0003 Quantity to price is listed as 114 2nd line states, PVT THAB Total Bacteria Test Materials for 150 individual samples and 4th and 5th lines refer to 150 samples. Are Offerors required to provide pricing for 114 or 150 samples? Item 0003 is for an estimated 150 tests. Calls for PVT THAB What does PVT refer to? Last Item calls for Stock Number: MB2500 Please clarify what this refers to? What Stock? That stock number is not a prerequisite. Is Offeror responsible for collecting all the samples referred to in 0001-0003? Or, does the VA do the collecting and then ship to the laboratory? The contractor is to give a price for performing the collection and shipping. The VA may or may not exercise this option on a quarter by quarter basis. If the Offeror is collecting all samples, how long between the time testing supplies are ordered to when the VA coordinates on-site sampling with the contractor? The sampling is performed quarterly. If the contractor is performing the sampling the contractor would either bring the sampling supplies or coordinate with the VA at least 14 days prior to sampling. If the Offeror is doing the collection, is it on a quarterly basis? Yes. Statement of Work - Please clarify ISO 11731 Legionella Test materials When asking for test materials Is the government referring to supplies to collect the sample, e.g. bottles, etc. Yes. The contractor is responsible for providing all sample bottles, shipping boxes, mailing labels, etc. Page 4 states If requested, each month the contractor shall collect water samples for testing .. There is no line item to price for collecting samples. Please provide a Line Item to price for collection or clarify how Offerors should price for these services? Line 0004 Please clarify if collection is monthly or quarterly? quarterly If this collection is requested, what is the time from when the VA orders the supplies to coordinating on-site collection with the contractor? The collection supplies should be provided to the VA at least quarterly. The VA will coordinate on site collection at least 2 weeks is advance. If monthly sampling is needed, what is the historical requirement for this testing? Has this resting ever been done on consecutive months? Quarterly sampling is needed. If testing is quarterly, will the government consider issuing an Amendment to reflect quarterly? The contract should state quarterly testing not monthly. Statement of Work (vii) All materials shall be delivered to the Clarksburg VA Medical Center What is meant by All materials ? Does this include the work the contractor may be requested to do on site at the VA facility? All sample bottles, shipping material, mailing labels, etc. Is this requirement subject to VAAR 852.219-74 VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING MONITORING AND COMPLIANCE (JUL 2018)? If so, please provide an Amendment including appropriate clauses. No Are references to PVT testing proprietary to a specific company? When contractor performs the quarterly sampling, contractor will not be responsible for collection of any subsequent retest samples that may occur outside of the normal quarterly environmental validation plan.
