- In accordance with FAR 13.106-1 (c)(1), the Department of Veterans Affairs intends to perform oral solicitations for Brand Name Only for 4 each SOMNOSUITE LOW-FLOW DIGITAL VAPORIZER for the Puget-Sound VAMC, 1660 South Columbian Way Seattle, WA 98108.� This will be set-aside for Small Businesses in NAICS 339112 Electromedical and Electrotherapeutic Apparatus Manufacturing.� To be considered eligible for award all Small Businesses must be current in SAM.gov.� If you wish to be included in this solicitation please respond electronically to scott.james@va.gov by 3:00pm PST February 8th, 2021.� Oral solicitations will be performed by COB February 10th, 2021.�� This will be a brand name solicitation to the following Items manufactured by Kent Scientific Corporation. INCLUDES RESPIRATORY PAW SENSOR (2 each) MODULE UPGRADE: CAPNOSCAN END-TIDAL CO2 MONITOR (4 each) SOMNOSUITE STARTER KIT FOR MICE, INCLUDES (2) 5ML GLASS SYRINGES, LOW PROFILE ANESTHESIA MASK, (1) 1.75L SLIDING TOP INDUCTION CHAMBER, 2-PK CHARCOAL CANISTERS (2 each) MOUSE PAW PULSE OXIMETER SENSOR (4 each) SOMNOSUITE SYSTEM EXTENDED WARRANTY, ADDITIONAL 2-YEARS (4 each) UNITED STATES 110V POWER CORD, NEMA 5-15 (1 each) SHIPPING/HANDLING Offeror shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.� This procurement is for new Equipment ONLY; no remanufactured or ""gray market"" items. All Equipment must be covered by the manufacturer's warranty. This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions.� The Government will not pay for information submitted.� This will be the only notice of the Government's intent. The changes of the flow dynamics of the glymphatic system have been reported in several neurodegenerative diseases, e.g. Alzheimer�s disease and traumatic brain injury. However, the regulatory mechanisms of the flow dynamics of the glymphatic system are unclear. The VA PSHCS translational research investigators require two integrated anesthesia/ventilation/physiological monitoring systems and 2 additional compatible low-flow anesthesia systems. 2 complete integrated anesthesia/ventilation/physiological monitoring systems and 2 additional compatible low-flow anesthesia systems are required for VAPSHCS research operations. The low-flow, vaporizer systems must meet or exceed the following minimum salient characteristics: The system must have a simple touch screen control interface. The system us use less than 1ml/hr of anesthesia at flow rats between 25ml and 1L. The system must permit control of gas delivery with a digital control. The system must include an oxygen flush function The system must be modular so that other physiological monitoring system elements can be integrated with it. The system must permit digital data output and export The system must have onboard alarm systems to alert to changes in animal physiological state The system must be compatible with standard stereotactic devices The system must include a 1yr parts/labor warranty. The integrated temperature monitor and warming module must meet or exceed the following minimum salient characteristics: The system must utilize infrared warming to conduct warming of animals The system must have an automated feedback mechanism that allows animal temperature to be held constant The system must include temperature systems The system must have onboard alarm systems to alert to changes in animal physiological state The integrated pulse-oximeter and heart rate monitor must meet or exceed the following minimum salient characteristics: The system must be designed for rodents to capture high heart rates up to 900 beats per minute The system must be 99% accurate and provide pulse-oximetry data validated against arterial blood gas samples. The system must include sensors that are soft and don�t change blood flow to the attached appendage The system must measure oxygen saturation, heart rate, perfusion index and optical respiratory rate The integrated automated ventilator system must meet or exceed the following minimum salient characteristics: The system must be fully automated with programmed values for ventilation based on animal weight The system must permit ventilation based on both volume and pressure control The system must be designed fur use on animals between 3g and 1250g. The integrated end-tidal CO2 monitor must meet or exceed the following minimum salient characteristics: The system must have low sampling rates compatible with ventilation of small rodents such as rats or mice. The system must have a durable and self-contained pump and internal elements. The system must include onboard compensation for changes in temperature, gas type and pressure
