- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Competitive quotes are being requested under W912HZ21Q3595. The associated North American Industry Classification System (NAICS) code for the procurement is 334516 (Analytical Laboratory Instrument Manufacturing), and the Small Business size standard is 1,000 employees. �The U.S. Army Corps of Engineers, Engineer Research and Development Center, Coastal and Hydraulics Laboratory, Field Research Facility (FRF) has a requirement for a Minirhizotron Root Imaging System Kit. In order to receive an award, all contractors must be registered in the System for Award Management under the above NAICS code. This procurement is being advertised as a Total Small Business Set-Aside and in accordance with regulations at FAR Part 12, Acquisition of Commercial Items. This procurement will be awarded as a Firm Fixed Price Contract. �FOB Destination is applicable to this procurement. �Anyone wishing to submit a quote that contains Terms and Conditions are to only submit the Terms and Conditions in which you would not be willing to accept an award if not included. �Reference to a link to obtain any type of binding terms is unacceptable. �� The government intends to make a single award for this requirement. Quotes for less than the required items will not be accepted. The government intends to award without discussions while reserving the right to communicate with offerors if determined advantageous to the government. Offerors are encouraged to provide their best quoted pricing in their initial quote. FAR Clause 52.212-2 - Evaluation Factors - Commercial Items: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors are reminded that the evaluation process is subjective despite the use of factors as outlined below.� Technical Capability - is defined as the documented capability to meet the minimum requirements of the project as specified in this solicitation and the attached Description of Requirement. �The Offeror's proposal should clearly outline the Offeror's capability to meet the requirements of the Description of Requirement. � Price - All quotes submitted will be evaluated for Technical Capability and Price. Offeror's are encouraged to propose their best price. The resulting contract from this solicitation will be a firm fixed price contract as stated above. It is not the intent of the government to enter into negotiations. It is incumbent upon the Offeror to submit sufficient information for the Government to determine Technical Capability and Price reasonableness. Description of Requirement For� Acquisition of a Minirhizotron Root Imaging System Kit Background Information� Authors: Nicholas Cohn Report Date: �7 DEC 2020 Organization: �CEERD-HFA Report Title: �Acquisition of a Minirhizotron Root Imaging System Kit Product/Service Description The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory (CHL) Coastal Observation and Analysis Branch (COAB) requires a minirhizotron camera system and associated parts for field studies of coastal dune eco-morphodynamics. This system is required for imaging root systems of dune grasses below the ground on coastal foredunes as part of a National Oceanic and Atmospheric Administration (NOAA) funded research project. The following items are required as part of this complete minirhizotron package acquisition: Item�� �Qty�� �Specifications Required Minirhizotron Camera�� �1�� �- The minirhizotron must be capable of imaging plant root systems below ground in sandy soils - The minirhizotron must store images directly onboard or come with an external data acquisition system (e.g., computer, tablet) that interfaces with the minirhizotron camera for image acquisition and storage - A minimum image resolution of 1000 dots per inch is required for the minirhizotron - The minirhizotron must fit into standard 2 inch diameter root tubes - All cables and batteries required to operate the system will be included - All software necessary for data acquisition and root digitization must be included with the purchase. Any image digitization software needed must have licensing that allows for installation on up to 3 computers to be used at the US Army Corps of Engineers Field Research Facility. - The package shall include all system manuals required for installation and operation of the minirhizotron Minirhizotron Tubes�� �20�� �2 inch diameter minirhizotron root tubes that are a minimum of 6 feet long are required for deploying the minirhizotron Auger�� �1�� �- A gas powered auger capable of producing holes for minirhizotron root tube installation in sandy soils - 2.5 inch bit width to accommodate 2 inch diameter root tubes - Minimum bit length of 4 feet to accommodate root tube installation 4 feet into the ground Optional Requirement: NA� Delivery Shipping of the products to CEERD-HFA (Duck, NC) must be included.
