Description

The Department of Veterans Affairs (VA), Enterprise Testing Service (ETS) has a requirement for brand name Power Business Intelligence (BI) Reports Scheduler (PBRS), an intuitive software product that automates filtering, distribution and delivery of Power BI Reports and Dashboards both cloud and on premise. PBRS schedules the sending of Power BI reports by email, using a single license for report generation and distribution. The scheduling service runs as a desktop application or as a windows service. It will integrate with Exchange Server, MS Office 365, or Simple Mail Transfer Protocol (SMTP). Use of the PBRS tool to automate Power BI report execution and delivery will reduce some of the ETS Testing Process Quality Management (TPQM) Metrics and Measures (MM) team burdens which will allow the MM team to be quicker to respond to the organization s other needs. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation 13.106(b)(1): For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The estimated date of award for this action is February 26, 2021. The period of performance shall be 12 months from the date of award and shall include two 12-month option periods for software and maintenance renewals. Commercial acquisition procedures will be used. The primary North American Industry Classification System Code for this acquisition is 511210 and size standard is $41.5M. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
