VA-21-00016329 - VISN 8 Biomed Dell EMC v Block Premium Maintenance Page 14 of 33 PRODUCT DESCRIPTION (PD) DEPARTMENT OF VETERANS AFFAIRS Office of Information & Technology Veteran s Health Administration (VHA) VISN 8 Biomed Dell EMC v Block Premium Maintenance Date: 01/25/2020 VA-21-00016329 PD Version Number: 3.0 PRODUCT REQUIREMENTS The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Veterans Health Administration (VHA), has a requirement for brand name Dell EMC Virtual Computing Environment (VCE) v Block Systems 340 hardware maintenance, premium software maintenance, and technical support services. Veterans Integrated Services Network (VISN) 8 Biomedical serviced by the Office of Information and Technology (OI&T), Service Delivery and Engineering (SDE) has a requirement to augment its existing Dell EMC VCE v Block Systems 340 with Continuity of Operations (COOP) type replication capabilities by expanding storage and computing capacity. VISN 8 purchased eight (8) Dell EMC VCE v Block Systems 340 in 2014 which consists of virtualization software, blade servers, switches, and storage devices which constitutes the Converged Virtualization Infrastructure (CVI). There are eight (8) VA Medical Centers (VAMC) currently utilizing this CVI to support server virtualization operations, site Files Shares, and critical medical and administrative systems. There are three (3) large systems located at Gainesville, Tampa and Lakemont (Orlando) VAMCs and five (5) small systems located at Bay Pines, Miami, San Juan, West Palm Beach and Lake Nona (Orlando) VAMCs. This action is to implement premium hardware maintenance for Dell EMC VCE v Block systems for all eight (8) sites. The mission of the VHA is to provide benefits and services to Veterans of the United States. In meeting these goals, OI&T strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. Server rooms in Veterans Health Administration (VHA) and OI&T are rapidly running out of space and are being converted to Virtual Machines (VMs) wherever possible (i.e., where FDA allows medical devices to run on VM). Biomedical Engineering also has expanding storage requirements for medical device server information. In addition, VHA is partnered with Region 3 OI&T to manage this VM environment and Engineering and have a dedicated DELL EMC resident engineer. PERIOD OF PERFORMANCE The period of performance shall be a base period of March 19, 2020 through March 18, 2021 with two 12-month option periods. TYPE OF CONTRACT: FIRM FIXED PRICE VMWARE The Contractor shall provide (12) months of premium maintenance support coverage on all hardware, software, and services provided as part of the response, plus (6) months of no cost extension on all hardware. In addition, two (2) 12-month option periods shall be provided. Hardware coverage shall include, but not be limited to, the blade chassis, blade servers, rackmount servers, Ethernet, and Fiber Channel (and/or unified) switches, and all storage hardware. Software coverage shall include, but not be limited to, VMware products, backup software, switch operating systems, and any storage or server-related firmware, applications, or operating systems The maintenance shall provide 24x7 support with a maximum four (4) hour response window. Support shall include remote assistance, ongoing administration, break-fix, interoperability, and minor/major upgrades. Online support, providing access to: Software and firmware updates to include major releases, point releases, service releases and security releases of applicable software/firmware Installation of Software Releases The Contractor shall provide and perform the installation of all new software releases. Remote Monitoring and Repair The Contractor shall provide 24x7x365 Remote Monitoring and Repair technical support. Once the Contractor is notified of a problem Initial response shall be based on Severity Level, within the following time period: Severity Level 1: 30 minutes; on a 24x7x365 basis Severity Level 2: 2 hours; on a 24x7x365 basis Severity Level 3: 3 local business hours Severity Level 4: 8 local business hours VCE Severity Levels are defined by the following: *Severity Level 1 - Critical: Critical impact or system down. (Example - Users are unable to log on; the server cannot be started, etc.).This condition requires immediate solution. *Severity Level 2 - High: Significant business impact. A software component is severely restricted in its use. (Example - User receive a database management error while attempting to view records). *Severity Level 3 - Medium: Some business impact. (e.g., Package 1 of 3) 2.0 NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) PROCUREMENTS (SECTION 508) On January 18, 2017, the Architectural and Transportation Barriers Compliance Board (Access Board) revised and updated, in a single rulemaking, standards for electronic and information technology developed, procured, maintained, or used by Federal agencies covered by Section 508 of the Rehabilitation Act of 1973, as well as our guidelines for telecommunications equipment and customer premises equipment covered by Section 255 of the Communications Act of 1934. The revisions and updates to the Section 508-based standards and Section 255-based guidelines are intended to ensure that information and communication technology (ICT) covered by the respective statutes is accessible to and usable by individuals with disabilities. 2.1 SECTION 508 INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) STANDARDS The Section 508 standards established by the Access Board are incorporated into, and made part of all VA orders, solicitations and purchase orders developed to procure ICT. COMPATABILITY WITH ASSISTIVE TECHNOLOGY The standards do not require installation of specific accessibility-related software or attachment of an assistive technology device. Section 508 requires that ICT be compatible with such software and devices so that ICT can be accessible to and usable by individuals using assistive technology, including but not limited to screen readers, screen magnifiers, and speech recognition software. 2.3. ACCEPTANCE AND ACCEPTANCE TESTING Deliverables resulting from this solicitation will be accepted based in part on satisfaction of the Section 508 Chapter 2: Scoping Requirements standards identified above. The Government reserves the right to test for Section 508 Compliance before delivery. The Contractor shall be able to demonstrate Section 508 Compliance upon delivery. 3.0 INFORMATION TECHNOLOGY USING ENERGY-EFFICIENT PRODUCTS Th e Contractor shall comply with Sections 524 and Sections 525 of the Energy Independence and Security Act of 2007; Section 104 of the Energy Policy Act of 2005; Executive Order 13834, Efficient Federal Operations , dated May 17, 2018; Executive Order 13221, Energy-Efficient Standby Power Devices, dated August 2, 2001; and the Federal Acquisition Regulation (FAR) to provide ENERGY STAR®, Federal Energy Management Program (FEMP) designated, low standby power, and Electronic Product Environmental Assessment Tool (EPEAT) registered products in providing information technology products and/or services. The Contractor shall ensure that information technology products are procured and/or services are performed with products that meet and/or exceed ENERGY STAR, FEMP designated, low standby power, and EPEAT guidelines. The Contractor shall provide/use products that earn the ENERGY STAR label and meet the ENERGY STAR specifications for energy efficiency. Specifically, the Contractor shall: Provide/use ENERGY STAR products, as specified at www.energystar.gov/products (contains complete product specifications and updated lists of qualifying products). Provide/use the purchasing specifications listed for FEMP designated products at https://www4.eere.energy.gov/femp/requirements/laws_and_requirements/ energy_star_and_femp_designated_products_procurement_requirements . The Contractor shall use the low standby power products specified at http://energy.gov/eere/femp/low-standby-power-products. Provide/use EPEAT registered products as specified at www.epeat.net. At a minimum, the Contractor shall acquire EPEAT® Bronze registered products. EPEAT registered products are required to meet the technical specifications of ENERGY STAR but are not automatically on the ENERGY STAR qualified product lists. The Contractor shall ensure that applicable products are on both the EPEAT Registry and ENERGY STAR Qualified Product Lists. The Contractor shall use these products to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.
