DESCRIPTION The Naval Air Warfare Center - Weapons Division (NAWCWD) AV-8B Joint Systems Support Activity (JSSA) Integrated Product Team (IPT) in conjunction with PMA-257 have a follow-on requirement for Systems Engineering analysis, design, and implementation of improvements to the Litening Targeting Pod (AN/AAQ-28(V)) including the Common Operational Flight Program (COFP). *PROCUREMENT TYPE The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to increase the ceiling to the existing Indefinite Deliver Indefinite Quantity (IDIQ) contract with Northrop Grumman Systems Corporation (NGC) with an ordering period of five (5) years, on an other than full and open competition basis under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency need. The original contract is in support of the AV-8B Joint Systems Support Activity (JSSA) for the Litening Pod System Upgrades and Demonstrations for the United States Navy, including the EA-6B aircraft, and the United States Marine Corp, including AV-8B and F/A-18, for operational use and enhancement of the NG Litening Targeting Pod (LPOD). This modification increases the ceiling on this IDIQ contract. The added ceiling will be for two additional Advanced Tactical Datalink (ATDL) units that will be used for testing, five additional Rough Order of Magnitude estimates for demonstrations, two Prototype and Demonstrations, and execution of a technical demonstration for the capability for wireless transmission of high definition video from the Litening Pod to a tablet computer in the cockpit, and changes the testing requirement from an off-the-shelf tablet to a specialized secure tablet. This requirement is limited to NGC as it is the only United States agent authorized by the Litening Pod's developer, Rafael Advanced Defense Systems, LTD, for the manufacture, sale, and support of Litening Pods. Only NGC has the technical data, software, knowledge, skills, and expertise required to provide upgraded capabilities in the Litening Pod. Delivery will be Freight on Board (FOB) Destination, China Lake, California. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Responses to this synopsis shall be submitted to the contracting office and reference solicitation number N68936-16-R-0043. All responsible sources may submit a capability statement, which shall be considered by the agency. Responses and requests shall be submitted by email to anila.paul@navy.mil. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an ""Active"" status as the government cannot award to an entity without an ""Active"" SAM registration.
