Title: MAYFIELD DIKE, TOE DRAIN REPLACEMENT in ARCHBALD, PENNSYLVANIA SOLICITATION NO. W912DR21B0014 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � The U.S. Army Corps of Engineers (USACE), Baltimore District, requests letters of interest from qualified SMALL BUSINESS CONSTRUCTION CONTRACTORS interested in performing work on the potential MAYFIELD DIKE, TOE DRAIN REPLACEMENT in ARCHBALD, PENNSYLVANIA By way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside decision to be issued will depend upon the capabilities of the responses to this notice. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for Mayfield Dike, Toe Drain Replacement in Archbald, PA.� The proposed project will be a competitive, firm-fixed-price, contract procured in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB). Mayfield Dike is located in Archbald, PA (Lackawanna County), approximately 11 miles northeast of Scranton and 3 miles southeast of Carbondale.� The Mayfield Dike is associated with the Aylesworth Creek Lake project located in the northeastern part of Lackawanna County and provides flood risk management for the town of Mayfield in association with substantial high-water events at Aylesworth Creek. The purpose of this contract is to replace the existing toe drain at Mayfield Dike. The project consists but is not limited to the repair, construction and installation of the following: Objectives: The US Army Corps of Engineers at Aylesworth Creek Lake in Archbald, Pennsylvania requires removal of an existing 12-inch diameter Corrugated Metal Pipe (CMP) and replacement with new 8-inch diameter High Density Polyethylene (HDPE) pipe. The work shall include excavating into the existing toe-drain; replacing the existing drainage zone pervious material to the lines and grades shown on the drawings with new drainage zone material and geotextile; replacing the pipe; placing a precast inlet box; placing precast headwall and wingwalls unit at the discharge end; backfilling; grading the site as shown on drawings; and performing a video camera inspection of the toe-drain system upon completion of work. The Contractor shall provide all labor, supervision, materials, equipment, supplies, and transportation to complete the work. Pre-Construction Survey: A topographic survey was not performed as part of the design of this project.� Prior to any construction, the contractor shall hire a licensed surveyor to perform a basic survey of the area.� In particular the survey shall record the invert elevation of the existing pipe outlet and general ground elevations in the area of the toe drain system.� This information will be necessary for the contractor to size features such as the inlet box (i.e. to ensure the depth of the box is properly selected for the top to be flush with finished grade and the pipe penetration holes at correct elevations). Survey information shall be submitted to the government who will work with the contractor to ensure that final elevations for structures/pipes are fixed accordingly prior to ordering of materials and start of construction. Final Record Drawings (As-Builts): Submit the As-Builts drawings after completion of work to correctly show the features of the project as it has been constructed by bringing the contract set into agreement with approved working as-built prints, and adding such additional drawings as may be necessary. These working as-built marked prints must be neat, legible and accurate. Provide both PDF and Autocad 2018 version files for As-Builts. Emergency Requirements:� Throughout the work, the contractor shall maintain equipment and sufficient excavated material on site to perform emergency backfilling of all open excavation within 24 hours of notification by the Contracting Officer�s Representative (COR).� This requirement is intended to ensure that the integrity of the dike system is maintained in an extreme flood event where Aylesworth Lake extends to the dike area.� A written plan for emergency backfilling shall be submitted prior to excavation and shall be discussed between the Contractor, COR, Dam Operator, Geotechnical Branch and Water Management Section. Permits and Licenses:� The Contractor shall, at his/her own expense, obtain any license or permits required to perform the contract.� The Contractor shall comply with all Federal, State, and Local laws and regulations and shall comply with any subsequent changes. Contractor shall be responsible for developing the Erosion and Sediment (E&S) plan and acquiring E&S permit from local governing authorities. The contractor shall be responsible for all design efforts and application fees associated with obtaining the permits. Obtain the necessary permits to perform the work cited above. Government Supplied Materials Constructions plans and specifications (solicitation). Project Assumptions� � The Contractor is required to supply all labor, supervision, materials, equipment, supplies, and transportation to complete the construction of the Government furnished plans and specifications. Contract Deliverable Provide a completed project per the Government furnished plans and specifications. Submission Requirements and Timeline Provide a proposal within 30 calendar days of the solicitation. Construction duration will be 180 calendar days following Notice to Proceed. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate. Also, it is the intention of the Government to procure this requirement in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB).� Suggestions for different procurement methods will be accepted.� Include rationale behind alternative method with your submission. In accordance with DFAR 236.204 � Disclosure of the Magnitude of Construction Projects, the magnitude of this project is between $250,000.00 and $500,000.00. The North American Industry Classification System (NAICS) code for this procurement is 237990 � �other Heavy and Civil Engineering Construction�, which has a small business size standard of $39,500,000.� Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded that they need to have a bonafide office in the geographical areas of consideration where the work is to be performed as determined by the U.S. Small Business Administration. Responders should address ALL of the following in their submittal: USACE seeks the contractor's ability to demonstrate the necessary experience, including subcontractors, on projects like that described above for similar services, including references of completed projects similar in scope and scale.� Similar projects include but are not limited to installation of buried piping and appurtenances as described above in Paragraph 1. Objectives.� If the experience was not self-performed by the Contractor, the offeror shall submit �Experience Information� forms for the subcontractor that will be completing work for this project.� Prior Government contract work is not required for submitting a response to this sources sought synopsis. The following criteria must be considered to ensure the ability to perform the proposed work: Firm�s name, address, point of contact, phone number, e-mail address, CAGE code and DUNS number. Indicate if your company is currently registered with the Systems for Award Management (SAM) database.� If not, indicate if it has been registered or does it plan to register. In consideration of NAICS code 237990, with a small business size standard in dollars of $39.5M, indicate which of the following small business categories your business is classified under: Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain). Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. If your company is large, indicate that the company is capable of adhering to a Small Business Subcontracting Plan wherein at least 50% of the subcontracting dollars can be performed by a small business. Provide three (3) examples of projects similar to requirements described above completed within the past seven (7) years. Include point of contact information for the examples provided, as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. Responders should have experience in the areas listed below and provide narratives identifying that specific experience: Successful experience with the Erosion and Sediment (E&S) Control permitting process. Successful experience with the installation of buried piping and appurtenances. Successful experience with Autocad software. Successful experience performing topographic surveys and video camera inspections. The contractor is required to be a US Citizen. Satisfactory Contractor Performance Assessment Reports. � � � �9. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this sources sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered.
