Description
This Sources Sought Notice / Request for Information is issued in accordance with FAR Part 5, FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing. It is anticipated that this acquisition will be other than full and open competition under North American Industrial Classification Code (NAICS) 33618 � Other Engine Equipment Manufacturing. This is not a notice of solicitation issuance. This synopsis is intended solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This source sought is issued for the purpose of identifying qualified sources (Large and Small Business) that are capable of overhauling, provide storage, and parts for the brand name or equal to the Ulstein Model 1350-H Marine Thruster (Z-Drive), Port and Starboard onboard the 175� WLM Vessels. This requirement must be completed utilizing brand name or equal Ulstein Model 1350-H Marine Thruster (Z-Drive), Port and Starboard. This requirement entails the receipt, storage, disassembly, inspection, overhaul,� reassembly, testing, preservation, packaging, packing and marking of brand name or equal Marine Thruster, Z-Drives used on 175� WLM U.S. Coast Guard Vessels. It is anticipated that a firm, fixed priced purchase order will be awarded for the overhaul, storage, and parts of two brand name or equal Ulstein Model 1350-H Marine Thruster (Z-Drive), Port and Starboard. Period of Performance: Overhauls to be complete within four months and 10 days after award date. Storage of the z-drives is for one year after award. Attachments: Attachment 1- Z-Drive Questionnaire All potential sources can submit information concerning their capability to overhaul, provide storage, and parts for the z-drives. This sources sought notice does not commit the Government to contract for any supply or service whatsoever. If a solicitation is released, it will be synopsized on the Beta SAM (Beta.SAM.gov) website. It is the responsibility of the potential respondents to monitor this site for additional information pertaining to this potential requirement. The information provided in this sources sought is subject to change and is not binding on the Government. Further, the release of the sources sought should not be construed as a commitment or as authorization to incur costs for which reimbursement would be required or sought. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought. All costs associated with responding to this sources sought will be solely at the respondent's expense. Failure to respond to this sources sought will not preclude participation in any future RFQ, if issued. Any information submitted by respondents to this technical description is strictly voluntary. No basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. Large and Small Business having the capabilities to overhaul, provide storage, and parts of the z-drives as provided in this source sought are encouraged to respond. It should be noted that any small business set-aside resulting from this sources sought notice will require at least 50% of the cost of the contract to be performed by the offeror proposing as the prime. Please see FAR Clause 52.219-14, Limitations on Subcontracting (Jan 2017), for the definition of ""cost"" for supplies and services. Interested business may identify their interest and capability by responding to the requirement prior to the due date. Concerns that respond to the notice must fully demonstrate their capabilities to meet the requirements.� Adequate detailed data by which to evaluate capabilities should be sent to the attention to the Points of Contact listed below and include the following: - Company Name and Address - Cage Code - DUNs Number - Company business size by NAIC code - Small Business Type (s), if applicable - Point of Contact for questions and/or clarification - Telephone Number, fax number, and email address - Web Page URL - Teaming Partners (if applicable). Acknowledge that your firm is in compliance Section 889 - Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment � as potential contractors may not sell or use. FAR Clause 52.204-23 Prohibition on Contracting for Hardware, Software, and Services Developed or Provided by Kaspersky Lab and Other Covered Entities (AUG 2020)(Deviation 20-05) and FAR Clause 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (AUG 2020)(Deviation 20-05) Your response should include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, (b) a completed questionnaire (Attachment 1), (c) evidence of experience in work similar in type and scope to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers, and (d) compliance with FAR Clause 52.204-23 and 52.204-25. Provide at least three references to equivalent type of work in the past five years (provide customer contract number, company, POC name, email and phone number).� Responses shall be concise and be specifically directed to the requirement mentioned above and provide all information necessary for the Coast Guard to make a determination of acceptability. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Coast Guard, please segregate proprietary information.
