- REQUEST FOR INFORMATION United States Department of Homeland Security U.S. Customs and Border Protection 1.0���� Description U.S. Customs and Border Protection (CBP) is seeking information from interested vendors that can provide Small Scale (SS) Non-Intrusive Inspection (NII) Mobile X-ray Inspection Vans.� To detect hidden contraband, organic threats, drugs, currency, agricultural products, and weapons of mass destruction by CBP field offices.� The Government seeks information from industry regarding experience, abilities, and cost estimates for Mobile X-ray Inspection Van solutions with dual-view NII technologies. This information will inform the Government�s intended acquisition strategy, the timing of any future Request for Proposals (RFP), and the system integration requirements. THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT. It is for informational purposes only.� A solicitation is NOT being issued. Rather, this is a Request for Information (RFI) from industry that will allow the Government to identify interested sources capable of meeting future requirements and to provide technical information to define enhanced X-ray Van�s capabilities for Commercial off-the-Shelf (COTS) state of the art systems. The information sought will be used for planning purposes only. This announcement should NOT be construed as an RFP. This announcement in no way obligates or commits the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this RFI.� THIS IS NOT A REQUEST FOR PROPOSALS. The Government does not intend to award a contract on the basis of this RFI. The Government will not pay for any information submitted by respondents. All proprietary or sensitive corporate information shall be clearly marked and will be protected from release to sources outside of the Government. Responses are due no later than 02/11/2021, 4:00 PM EST.� Responses shall be submitted via e-mail only to aga.frys@cbp.dhs.gov.� 2.0���� Background Customs and Border Protection (CBP) Officers, in the course of their work, examine personnel and cargo seeking entry into the United States. During these inspections, NII X-ray vans are utilized to detect hidden contraband, organic threats, drugs, currency, agricultural products, explosives, and weapons of mass destruction. 3.0���� Requested Information CBP seeks information from vendors who are able to meet the below listed requirements or who have alternate system designs to meet CBP mission requirements. Desired Performance Requirements Gross Vehicle Weight Rating: Not to exceed 11,500 lbs. Maximum vehicle dimensions in an over-the-road driving configuration: Length 250�, width 96� without mirrors, height 98� (including auxiliary climate control system if roof-mounted) Maximum vehicle dimensions while deployed for inspection: Length 250�, width 176� (with no awnings extended), height 98� Tunnel specification: Capable of scanning objects at a maximum of 1m wide by 1m high Dual View Imaging Requirement Dual view image capability (Side and Top view) meeting the below resolution and penetration requirements: Image resolution: Minimum 36 AWG (American Wire Gauge) Minimum penetration: Equivalent to 24 mm or 0.94� steel minimum Health and Safety Radiation dose rate: Less than 0.5 mR/hour at 2� from the cabinet surface (must fully comply with all current and any new applicable federal health and safety regulations published during the life of this contract, including 21�CFR 1020.40; 49 CFR 1544.211 (e)3; and CFR, Title 29, Section 1910 (2004).� � Basic premises:� Each of the vendors� proposed systems must meet the minimum requirements set by the draft SOW.� The proposed award would be a multiple award IDIQ contract that would include Operator training development, Train-the-Trainer (T-3) training development and delivery, and a 1-year failure-free warranty requirement for the X-ray vans proposed in the contract. A one year, failure free warranty will be included in the price of the unit, and in compliance with the requirements outlined in the forthcoming SOW. Interested parties that are submitting an Information response must not exceed ten (10) pages in length that: Identifies the specifications that the vendor can provide to fulfil the requirement to provide dual view NII technology into a mobile platform. Provides the company name and address, point of contact with phone number and e-mail, business size, DUNS number, and Any other pertinent information related to the requirement. Answers to the questions posed at the end of this RFI announcement. � All responses shall be submitted electronically (MS Word compatible or Adobe PDF format). Responding to this RFI is not a prerequisite to bid on a subsequent RFP, if one is issued.� � System Requirements: Interested Parties should identify their specifications for the X-ray van in terms of the proposed system�s technical specifications/capabilities.� Also identify any alternative designs that would meet CBP mission requirements with technical rationale as to the benefits of an alternative design.�� � 4.0 Questions � Questions regarding this announcement shall be submitted via e-mail to the Contracting Officer, aga.frys@cbp.dhs.gov.� Verbal questions will NOT be accepted.� Questions will be answered by posting answers as an addendum to this RFI on https://beta.sam.gov. Therefore, questions should not include proprietary or classified information.�� � 5.0 Summary � THIS IS ONLY A REQUEST FOR INFORMATION (RFI) to identify sources that can provide SS NII X-Ray Vans and associated training and warranty. The information provided in the RFI is subject to change and is not binding on the Government.� CBP has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Integrated Dual View NII Questions The Government requests responses on how the vendor would approach incorporating dual-view NII into a vehicle without adversely affecting the footprint or serviceability of the NII technology, including a discussion on the high-level list of tasks, milestones, and deliverables. Please include responses to the following questions: In general, what are the technical risks for incorporating dual-view NII into a mobile platform?� How would the vendor manage and mitigate those risks? What size vehicle is required for dual view NII integration, and what are the dimensions of the proposed vehicle in over the road configuration (Length, Height, and Width)? What are the dimensions of the proposed vehicle used to integrate the dual-view NII system in deployed configuration (Length, Height, and Width)? What is the gross vehicular weight of the proposed vehicle used to integrate dual-view NII? What are the tunnel dimensions of the dual-view NII which will be integrated in your proposed vehicle? What are the power requirements for the dual-view x-ray inspection vehicle? What are the dimensions of the conveyor belt for the proposed dual view NII (identify the width, length, and height from ground)? What is the maximum width of baggage and parcels to be inspected? What is the maximum weight of baggage and parcels to be inspected by the proposed dual view NII? What are the minimum and maximum operating temperatures of the proposed system? �
