Page 2 of 2 SOURCES SOUGHT NOTICE FOR: LIQUID HELIUM FILL FOR 7 TESLA MRI The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 15 has a requirement for LIQUID HELIUM FILL FOR 7 TESLA MRI at the Harry S. Truman VA Medical Center, 800 Hospital Drive, Columbia Missouri 65201. This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only.  The purpose of this sources sought notice is to gain market knowledge of potential small business sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business relative to NAICS Code 325120, with a small business size standard not to exceed 1,000 Employees. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only.  No solicitation is currently available at this time.  After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 325120? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged      specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described in the draft PWS (below).  Index your firm s capabilities to the tasks in the draft PWS so that your firm s capabilities can be readily assessed.  This is not request for proposal and in no way obligates the Government to award any contract.   Please provide responses in writing no later than 7 December 2020 to: lisa.buchanan1@va.gov. Telephone responses will not be accepted.  Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. No solicitation is currently available at this time Contractor shall furnish. Helium fill service to maintain the liquid helium level of a 7 Tesla MRI above the operator s manual directed minimal 603L level (probe 1 reading of 660) throughout the 12-month contract period. The vendor must provide personnel that are trained in both cryogen handling and the hazards involved with a high field strength MRI magnets. The vendor must provide the liquid Helium and all personal protective equipment (PPE) for their service personnel to wear while performing the helium fills. The vendor will coordinate delivery of the liquid Helium with the VA BIC MRI staff so that the cryogens are on-site and adjacent to the MRI suite at the time of re-fill. The Truman VA Research Service will provide all hardware necessary to conduct the fills including a liquid helium transfer line, helium gas regulator, and all related connectors/tubing to connect high purity helium gas to the liquid helium dewar. If the items are not deemed suitable by the vendor, the vendor will inform the Truman VA BIC staff and/or provide their own hardware. The vendor must perform liquid Helium Refills (typically 4 helium fills during a 12-month period using 250 liters of liquid helium per fill,) in order keep the helium level above the operator s manual directed minimal 603L level (probe 1 reading of 660) which ensures normal operation of the Truman VA Research Service 7T MRI system. The vendor must schedule the cryogen fill with the VA BIC MRI staff at least 30 days prior to the intended fill date in order for the instrument and VA BIC staff to be available for the fill. Period of Performance: One Year *** This is not a Request for Quote (RFQ). This is a Sources Sought Notice only. A Solicitation is not available at this time. ***
