DATE:����Wednesday, 10 February 2021 TIME:������0900 � 1100 Eastern Time LOCATION: MS Teams/Telecommunications (A slideshow will be posted via amendment).� All interested parties must contact Mr. William Wallace at William.j.Wallace@usace.army.mil & Mr. James Tracy at James.T.Tracy@usace.army.mil no later than the 8th of February 2021 by 4:00pm EST in order to receive the link to access the industry day presentation. ��Failure to contact Mr. Wallace & Mr. Tracy on the above dates may result in your inability to attend the Industry Day for the PRARNG requirement.� All interested Offerors are required to access Beta.SAM.gov for future updates. DESCRIPTION OF PROJECT:� This requirement is a Design-Bid-Build project for Puerto Rico Army National Guard (PRARNG) at Camp Santiago Joint Training Center, Salinas, Puerto Rico. The areas of the buildings range from 3,448 SF to 23,950 SF. The work entails constructing twenty-one (21) separate facilities to include: PRARNG Enlisted Barracks PN431848 Project is to construct 238,502 SQFT Enlisted Barracks Transient Training and Transient Training Officers Quarters that houses unaccompanied enlisted personnel, officers, and authorized civilians who are conducting training at a location other than assigned home station that meet requirements at Camp Santiago Joint Training Center and the PRARNG.� Buildings for this effort will consist of two (2) each 23,946 SQFT 2+2 Barracks, six (6) each 23,785 SQFT Open Bay Barracks and two (2) each 23,950 SQFT Private Barracks.� This facility will be built on Federal Land. Demolition of existing facilities is not included in this scope of work as it will be performed by others prior to the execution of this contract. 100% Design will be completed prior to advertisement.�� A specially designed Enlisted Barracks Transient Training and Transient Training Officer Quarters of permanent construction. Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and site improvements. Special work involved will include building facilities to withstand category five hurricane in order to minimize future damage. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E) Sustainable Design and Development Policy updated 2017. Access for individuals with disabilities will be provided. Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided. ���� 2.� PRARNG Dining Facility PN431852 Project is to construct 15,378 SQFT (two (2) each 7,689 SQFT) of Dining Facility that supports military personnel and authorized civilians, to be used by Active and Reserve Component units conducting training at Camp Santiago Joint Training Center and the PRARNG.� This facility will be built on Federal Land. Demolition of existing facilities is not included in this scope of work as it will be performed by others prior to the execution of this contract.� 100% Design will be completed prior to advertisement.�� A specially designed Dining Facility Transient Training of permanent construction. The Dining Facility Transient Training includes the following items that are integral to the facility; Organizational Vehicle Parking (Paved). Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and site improvements. Special work involved will include building facilities to withstand category five hurricane in order to minimize future damage. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E) Sustainable Design and Development Policy Updated 2017. Access for individuals with disabilities will be provided. Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided. ����� 3.�� PRARNG Company Headquarters PN431849 Project is to construct 80,890 SQFT Company Headquarters to perform daily administrative and supply activities to be used by Active and Reserve Component units conducting training at Camp Santiago Joint Training Center and the PRARNG. Buildings for this effort will consist of nine (9) each 4,679 SQFT Company Supply and Administration Buildings, three (3) each 4,942 SQFT Battalion Headquarters Buildings, one (1) 5,088 SQFT Brigade Headquarters Buildings, three (3) each 5,139 SQFT Battalion Cleaning/Maintenance Buildings and one (1) 3,448 SQFT GIB & Mission Command Training Facility.� This facility will be built on Federal Land. Demolition of existing facilities is not included in this scope of work as it will be performed by others prior to the execution of this contract.� 100% Design will be completed prior to advertisement with the exception of Pre-Engineered Buildings will be designed by contractor.� A specially designed Company Headquarters Building, Transient Training of permanent construction. The Company Headquarters Building, Transient Training includes the following items that are integral to the facility; Brigade Headquarters Building, Battalion Headquarters Buildings, Cleaning/Maintenance Buildings and Organizational Vehicle Parking Paved. Comprehensive interior design services are requested. This facility will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, curbs, gutters, storm drainage, parking areas and site improvements. Special work involved will include building facilities to withstand category five hurricane in order to minimize future damage. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA(IE&E) Sustainable Design and Development Policy updated 2017. Access for individuals with disabilities will be provided. Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided. Estimated Magnitude of Construction Projects is between $100,000,000 and $250,000,000 with an estimated period of Performance of 5 years.� The construction period will consist of 4 years and the last year will be for maintenance and inspection for LEED Silver Certification. Location of Project �The PRARNG project is located at Camp Santiago Joint Training Center, Salinas, Puerto Rico (See attachment) Specific Project Challenges This project will consist of LEED Silver Certification requirements on the Barracks portion of the project. This project will consist of the procurement and installation of furniture, fixtures and equipment (FFE) for all the facilities.��� This project is located in a tropical climate with weather and geographical conditions from to hurricanes, tsunamis, earthquakes and potential flooding.� This project is located on an island with limited construction supplies and labor forces.� It its recommended to the best extent practicable to utilize local labor forces and material supplies where applicable.� Environmental Conditions Contractor is required to remain in compliance with local Puerto Rico environmental regulations and monitor for Puerto Rico Tree Boa during the duration of the contract.
