- Description
- The U. S. Army Corps of Engineers, Detroit District, anticipates publicizing a solicitation for the New Soo Lock Chamber Contract at Sault Ste. Marie, Michigan during the third quarter of Fiscal Year 2021.� The scope of the project consists of the construction of a 1200-foot (length) by 110-foot (width) navigation lock at the Soo Locks complex.� As part of this procurement, the Detroit District intends to specify Eaton as a band name or equal for Switchgears as described in the attached specification. It is critical that the switchgears meet the needs of the project based on salient characteristics and level of quality required. As all the components of a system must work together and function as a system, the salient characteristics of any substitute must be able to function as a system without changing the other components� salient characteristics. �The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the Contracting Officer, is determined to be equal through formal evaluation comparison against the specified salient characteristics as provided by the written specifications for each piece of equipment, material, article or process. All listed manufacturers are the basis of design. Other manufacturers may be substituted as long as the salient characteristics of the substituted manufacturer meet or exceed the salient characteristics of the basis of design. Interested parties who feel they have this capability may identify their interest and capability in writing to the identified point of contact, no later than 5:00 PM Eastern Time Zone on February 23, 2021. Your response must demonstrate your firm's interest and capabilities to provide directly compatible equivalent products. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to specify these brand names or equal, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. This Notice of Intent is not a request for competitive proposal.
