- SUBJECT: Request for Proposal- FY21 - The U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA) has a requirement to acquire commercial repair and International Organization for Standardization (ISO) 17025 accredited calibration of eight (8) Anritsu Models, manufactured by the Anritsu Corporation of Morgan Hill, CA. PERIOD OF PERFORMANCE: 90 days from date of award. Please accept this letter as the official Request for Proposal (RFP) on behalf of the United States Government (USG).� Below are the Contractor�s (RFP) requirements: Provide a formal proposal in accordance with the Performance Work Statement (PWS) and include a total cost summary for subject listed. Provide proposal on company letterhead and address �attention to� Contract Specialist Roderick Apklins. Provide 5 digit Commercial and Government Entity (CAGE) Code that allows company to conduct business with the Federal Government within quote or email response. For more information on CAGE Codes please visit https://www.sam.gov. Please note that CAGE Code must be active during Award and Period of Performance. Submit electronic proposal or �no-bid reply� in response to attached Performance Work Statement no later than closing date Wednesday, 10 February 2021, 3:00 PM Central Standard Time. Any �no-bid reply� must include a brief statement as to why you are unable to perform. This effort will be awarded as Firm Fixed Price. USG Contracting Protocol. Contractor shall not take any direction from anyone other than the ACC-RSA Contracting Office. Contracting Officer Representative (COR) - Provides the technical and program expertise necessary to develop and manage the contract. CORs only have authority to work on contracts to the degree they have been formally delegated such authority by the KO. The COR assigned to this task order can communicate as a liaison but cannot give direction on behalf of the Contracting Officer. Contracting Officers (KO) - Serves as the Government's ""agent"" and are responsible for the business aspects of the contract and for ensuring adherence to procurement laws and the regulations contained in the FAR. The KO is responsible for ensuring performance of all necessary contracting actions, compliance with the terms of the contract and safeguarding the interests of the United States in its contractual relationships. Legally, it is the KO, who is responsible for ensuring the integrity of the contracting process. All contractual direction comes from the KO. Contractor- The contractor is considered as the third party. They provide the products and services to the Government. The Contractor may communicate with the HQ AMC team members but can ONLY take direction from the KO. The official USG contract will be signed by the Contracting Officer, Courtney R. Hawkins, unless otherwise notified.� Please see Performance Work Statement attachment.
