Description
DESCRIPTION OF SERVICES SCOPE: The contractor shall provide all personnel, equipment, tools, materials, supervision, ,storage containers, vehicles, equipment, radios, furnishings, tools, rental equipment, etc., and other items and services necessary to perform a removal of a transformer (KV A 500 65 C 60hz, CP SER 043701939, CAT 003K2P11X75A, HV1247OGY/7200 KNAN, LV 480Y/277) and replacement with a new one. REQUIREMENTS: The contractor will perform the following: 1.�Remove the existing 500kVA, 4801277v pad mount transformer (TC) that is currently leaking oil and place in a predetermined location as decided by the Facility Manager for possible reconditioning at a later date. Install a new 500kV A, 4801277v, live-front loop feed transformer which utilizes FR3 oil. If the current pad is not sufficient in size or does not meet required structural integrity standards, it will be the contractor's responsibility to replace the pad. Reconnect the existing primary cable and secondary wire. If needed, contractor will supply adequate cable size and splice kits to ensure sound connection. 2.�A crane will be required to set the transformer from outside of the fence due to the distance and weight of the transformer. A 500kW, 480-volt temporary generator and fuel to serve the buildings that are fed by the transformer for the duration of the work will also be required. The contractor will ensure that all buildings within the FCI have power throughout the project with only minimal interruptions to daily operations. The medium voltage (lMG) generator that is on site currently may be utilized in order to back up the medium voltage loop at Transformer TG. If this is necessary the c_ontractor will be required to do the disconnect from the switchgear and connect to the new source and upon completion reconnect the generator to the switchgear located at the powerhouse (bldg. N). 3.�The Government will provide fuel for the generator that is current! y on site. With these two generators in use during the work there should only be a short outage to remove the existing feeders and tie in the temporary generators. A start up/ commissioning test will be required on the new transformer to ensure proper rotation and proper connections. We require a minimum one-year full warranty. 4.�A pre-bid site visit can be arranged to gather information about the equipment and its location and to inspect the condition of the pad. Proper lockout/tagout procedures will be discussed and approved at the pre-construction meeting and all relevant safety regulations will be adhered to at all times. Due to Covid-19 concerns masks and temperature checks may be required by the institution. RESPONSIBILITIES 1.�The Contractor shall provide all required personnel, necessary tools, supplies, materials, equipment, and transportation required to accomplish this contract in accordance within the Statement of Work. Hours of operation shall be 6:00 a.m. to 4:00 p.m. Monday through Friday, excluding Federal Holidays. To accomplish this activity, the contractor shall comply with the following:. 2.�The Contractor shall not interfere with regularly scheduled Federal Bureau of Prisons (FBOP) daily operational activities. Contractor shall be responsible for protection of government property during course of work. Paved areas and buildings shall be protected from damage. Repair damage at no cost to FBOP. Removal of all old parts and debris from the FBOP. PERFORMANCE: The contractor is required to complete all required tasks to fulfill their contractual obligations and relinquish possession of the engine within 30 days of acceptance. QUALITY ASSURANCE: Hold a pre-installation conference at the jobsite before the work begins. Include the following. 1.�The conference shall include the FBOP site Contracting Officer, Contract Monitor. 2.�After installation is complete. Conduct a complete and thorough generator test to insure proper working order. 3.�Provide certifications and warranty. 4.�The Contracting officer is the only person authorized to make changes of this contract. CERTIFICATIONS and WARRANTY Generator shall have a minimum 1 year warranty from the Substantial Completion date. The warranty shall provide the FBOP with a single entity to resolve any issues that are traceable to the generator rebuild and other possible rebuild issues in the warranty. GOVERNMENT-FURNISHED PROPERTY AND SERVICES: The government will furnish the fuel for the generator. REQUIREMENTS: CRIMINAL BACKGROUND CHECKS. Contractor shall have a criminal background check performed on all of their employees prior to working on the installation. National Crime Information Center (NCIC) background checks are required by Federal Bureau of Prisons for the performance of this contract. All Contractor personnel working for the FBOP on the FCI at Three Rivers must have a completed background check prior to being on the property. These checks shall be accomplished prior to the first day of performance. Background checks will be conducted by the government. PERSONNEL. The Contractor shall provide a work force possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing work under this scope of work shall remain employees of the Contractor and will not be considered employees of the Government. SEARCH AND SEIZURE. Contractor personnel and property shall be subject to search and seizure upon entering the confines of the Federal Installation while on the Compound, and upon leaving the confines of the institution. VEHICLE REGISTRATION. Contractor vehicles entering Three Rivers Institution shall have a valid State license, registration, safety inspection, and insurance shall be maintained current during the time the vehicle is in use on the institution. CONFLICT OF INTEREST. The Contractor shall not employ any person who is an employee of the United States Government or the Department of Justice. ACCIDENT REPORTING. The Contractor shall maintain an accurate record of accidents resulting in injury or death, and accidents resulting in damage to government property, supplies, and equipment. The Contractor shall report accidents in accordance with the requirements indicated. The Contractor shall comply with the Occupational Safety and Health Act. Contractor personnel shall wear Personal Protective Equipment (PPE) required by the Occupational Safety and Health Administration (OSHA) during the performance of tasks requiring protective equipment or clothing. LAWS. The Contractor shall comply with all local state, and federal laws and regulations that control any work performed. The Contractor shall comply with and keep informed of any changes to these laws and regulations throughout the period of the contract. The Contractor is a recognized professional in his area and is expected to be knowledgeable of all laws and regulations pertaining to his profession. HAZARD WASTE. The Contractor is responsible for complying with all local, state, and Federal laws or regulations involving disposal of waste products and containers to include hazardous waste in accordance with applicable regulations and other documentation. INSPECTION AND ACCEPTANCE. Services performed under this contract are subject to inspection by the Government. The Contractor shall promptly correct unsatisfactory service at no additional expense to the Government.
