Description
PRE-SOLICITATION NOTICE: The U.S. Army Corps of Engineers, Japan Engineering District (JED) is providing a PRE-SOLICATION notice for a forthcoming Design-Bid-Build (DBB) requirement entitled, �FY21 DLA DESC1904 Upgrade Fuel Wharf, DFSP Tsurumi, Japan.� The subject requirement will only be solicited to LOCAL SOURCES IN JAPAN through the utilization of full and open competition procedures.� Local sources are those organizations which are physically located and licensed to conduct business in Japan. PROJECT INFORMATION Project Title: FY21 DLA DESC1904 Upgrade Fuel Wharf Project Location: DFSP Tsurumi, Japan North American Industry Classification System (NAICS) Code: 237990, Other Heavy and Civil Engineering Construction Project Magnitude: Between �2,500,000,000 and �10,000,000,000 (Japanese Yen) Project Description: This project will modernize the existing berthing facilities at OU-1 by constructing a reinforced concrete fuel handling wharf, mooring dolphin and supporting facilities. The fuel handling wharf and mooring dolphin will be reinforced concrete platforms supported on steel pipe piles. The wharf structures will accommodate fully loaded T-1 class tankers and coastal barges. The wharf extension includes fuel piping, two bollards and two fuel loading arms. Provide a steel platform above the wharf deck around the two fueling arms with access stairs at each end. A mooring dolphin will be provided at the southeast corner of the wharf with a steel catwalk for personnel to access the dolphin from the wharf. One bollard will be installed on top of the dolphin. Rubber arch-type fender systems will be provided with the new fuel handling wharf and mooring dolphin for absorption of the ship�s berthing energy. The fuel handling wharf will include a containment curb. Two manual marine loading arms will be provided on the new fueling wharf to receive / issue JP-8 product. Fuel transfer piping and piping components from the marine loading piping manifold will be provided to connect to existing JP-8 fueling systems. The marine loading arms will be 200 mm (8-inch) nominal size. Positive displacement stripper pumps will be provided to empty each loading arm. New 200 mm (8-inch) stainless steel fuel transfer piping and piping components will be provided to connect the marine fuel loading arms to the existing JP-8 fuel piping systems. The fuel transfer piping will also tie into a new static dissipater additive injection system storage tank using the existing injectors. Three stationary motorized spill containment boom reels and four tide risers for use with oil containment booms will be provided. A new concrete pad will be provided for each boom reel.� A steel sheet pile toe wall with concrete infill will be provided along the existing OU-1 seawall. The deteriorated concrete overpour along the existing seawall on the east side of the project will be removed and the concrete seawall will be repaired. The existing separation of the seawall on the southeast corner will be repaired. � SOLICIATION INFORMATION: 1.�� �The proposed project will be procured using a Firm Fixed Price (FFP) contract.� The Government anticipates the release of a Request for Proposal (RFP) for this project 2.�� �The solicitation will be posted on or about late-February 2021.� Search for W912HV% on Beta.SAM.gov for solicitations issued by the Japan Engineer District (POJ).� No hard copies of this solicitation will be made available. 3.�� �Draft plans and specifications are being provided for INFORMATIONAL PURPOSES. Offerors are cautioned that these drawings and specifications are in DRAFT FORMAT. No comments are accepted at this time, but will be welcomed when the solicitation is formally issued through the Request for Information process. 4.�� �It is incumbent upon vendors to monitor Beta.SAM for the release of the solicitation, specifications, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-866-606-8220 or via the Internet at http://www.sam.gov. 5.�� �Electronic proposals will be accepted. � 6.�� �Firms which have not submitted Bidders Mailing List Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website: https://www.poj.usace.army.mil/Business-With-Us/ to download the Bidders Mailing List Application.� Such firms shall be required to complete the aforementioned application and submit documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.� This documentation must be submitted prior to or at the time of proposal submission. 7.�� �Only local sources will be considered under this solicitation.� Local sources are sources (e.g. corporations, partnerships or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation.� Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resultant contract.� Additionally, prior to award of the contract, offerors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation.
