Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.� THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13.5 SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS. This solicitation is being competed as a Total Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04, dated January 19, 2021. The associated North American Industrial Classification System (NAICS) code for this requirement is 541690 with a small business size standard of $6.5 million. Only quotes submitted by qualified small business concerns will be considered. The U. S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST), and The American Ceramic Society (ACerS) hold joint copyright to NIST Standard Reference Database 31 (SRD31), �Phase Equilibria Diagrams� (PED) www.nist.gov/srd/nist-standard-reference-database-31. The Phase Equilibria Diagrams database (SRD 31) provides critical written commentaries, evaluated graphical representations, bibliographic data, and analytical capabilities. The data are extracted from the primary scientific literature and critically evaluated by subject-matter experts. The published portion of the database includes over 30,000 phase diagrams contained in approximately 20,000 PED Figures. New diagrams (700-900) are added to the database annually via updated PC and online versions. The subject of this requirement is the development of new content for publication, and maintenance of previously published content, for SRD31. EVALUATION CRITERIA The Government intends to award a single purchase order resulting from this solicitation to the responsible Contractor whose quotation, conforming to the solicitation, will provide the best value to the Government, price and other factors considered. In addition to price, the following factors shall be used to evaluate quotations: 1. Staffing Approach 2. Technical Approach 3. Past Performance In determining best value, all non-priced evaluation factors are equal in importance to each other.� Price is equal in importance to the non-priced evaluation factors.� Staffing Approach: NIST will evaluate the extent to which the contractor has demonstrated an ability to provide adequately experienced and knowledgeable staff to satisfy the requirements of the Statement of Work (SOW) within the stated timeframes.� NIST will evaluate whether the personnel meet or exceed the minimum qualifications as described in the SOW. Technical Approach: NIST will evaluate the extent to which the Contractor�s quote demonstrates a full understanding of, and ability to, successfully satisfy the requirements in the SOW, ensure work quality, and timely completion of tasks and deliverables. Past Performance: Evaluation of past performance will be based on the references provided and/or the Contractor�s recent and relevant procurement history with NIST or its affiliates.� Past Performance will be evaluated to determine the overall quality of the product and service provided by the Contractor.� The Government will evaluate past performance based on contacting references, including NIST references; if applicable.� The Government reserves the right to consider information available from other sources.� In the case of a Contractor without a record of relevant past performance or for whom information on past performance is not available, the Contractor will be evaluated neither favorably nor unfavorably. � PRICE The quoted prices of the labor categories will be evaluated to determine whether the rates are fair and reasonable in relation to the solicitation requirements.� Prices must be entirely compatible with the technical portion of the quotation. The Government will evaluate quotations for award inclusive of the prices quoted for all optional line items.� The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced.� Evaluation of options does not obligate the Government to exercise the options. For the purposes of determining the evaluated and award total price/ceiling, NIST will use the following estimates of the total level of effort for each labor category: Literature Editor = 200 hours/year Contributing Editors = 500 hours/year General Editor = 200 hours/year Graphics Editors = 500 hours/year Managing Production Editor = 850 hours/year NIST intends to evaluate quotes and issue a contract based on the initial quotes received.� Therefore, the Contractor�s initial quote should contain the Contractor�s best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from, or negotiate final contract terms with, one or more, but not all, Contractors if later determined by the Contracting Officer to be necessary.� Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).� If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.� However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor�s FSS or GWAC contract, and the statement required above shall be included in the quotation; � INSTRUCTIONS FOR SUBMISSION OF QUOTATIONS Quotations shall include the following required submissions: � 1.�������� Staffing Approach. The Contractor shall describe their plan to provide adequately experienced and knowledgeable staff to perform the requirements of the SOW within the stated timeframes. The Contractor shall provide 1-2 sample resumes for each position proposed to perform the requirements of the SOW to demonstrate its ability to source the personnel required for successful project completion.� 2.�������� Technical Approach. The Contractor shall provide detailed information demonstrating their understanding of the requirements of the SOW.� Additionally, the contractor shall provide a documentation outlining how the contractor intends to meet all deliverables and deadlines and ensure the work is performed in the most efficient manner. � 3.�������� Past Performance.� The Contractor shall provide past performance information regarding up to five relevant contracts for the past three years with federal, state or local governments, and international and commercial customers.� The information shall describe contracts of a similar type and scope as the current requirement. If the contractor intends to use another firm for substantial portion of this requirement (i.e., >20% of the total level of effort), that firm�s past performance information must also be provided. If the Contractor has no relevant past performance, it must include a statement to that effect. If the Contractor�s representations and certifications in SAM.gov do not reflect the NAICS code governing this solicitation, Contractor must submit documentation that they are a small business under the NAICS code governing this solicitation. DUE DATE FOR QUOTATIONS AND QUESTIONS All quotations must be submitted via e-mail to Sadaf Afkhami, at Sadaf.Afkhami@nist.gov with a carbon copy to Donald Graham, at Donald.Graham@nist.gov. Submissions must be received no later than 1:00 p.m. Eastern Time on February 17, 2021. FAX quotations will not be accepted.
