Description
This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number W913E521Q0004 is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 334516 � Analytical Laboratory Instrument Manufacturing. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for an Isotopic Water and Vapor Analyzer with the following specifications: Requirement Details Isotope Water Analyzer Analyzer able to measure of 18O, D, 17O and 17O-excess in water or water vapor Water Vaporizer Required system component Autosampler Required system component Monitor Required system component Onsite installation and training; One Day Required system component Desiccant Drier Kit Required system component Salt Liner Package Required system component (to enable isotope analyses of high saline concentrations up to 20% concentration) Pump Required system component Dry Gas �Zero Air� Kit Required system component.� This is defined as a gas plumbing and regulator kit that connects the isotope analyzer system to tanks containing compressed dry air or �Zero Air�. Field Portable Analyzer (weight less than 50lbs, volume less than 2200 cubic inches) Field Portable is defined as a system that can easily be carried into the field by a scientist for use in remote camps or boats for field analyses;� specifically a field portable analyzer must weigh less than 50lbs and occupy less than 2200 cubic inches (i.e., the approximate size of a desktop computer) while meeting all the measurement precision and sensitivity standards of the DOR.� Peripheral accessories (monitor, pump, tray) are generally minor so are not included in the above weight/volume limits. Saline water sample concentrations Isotope Analyzer must be able to measure accurately in saline water sample concentrations up to 20% Independent Operation Independent Operation means that the system does not require a separate computer for operation Export Data File as .csv Format Analyzer data files may be recorded in .csv compatible format for export Analysis of matrix bound water in solid samples (OPTION) The analyzer shall have the optionality to expand via add-on peripherals to allow analysis of matrix-bound water in solid samples (e.g., soils, leaf matter, wood matter) Maximum 24-hour Drift (vapor and liquid) ?18O = 0.2� ?17O = 0.2� ?D = 0.8� 17O-excess = 0.2� Data Output Modality Digital (RS-232) Ethernet USB Sample Conditions (Water Vapor) Sample Temperature: -10 to 45�C Operating Temperature: 10 to 35�C Sample Conditions (Liquid Water) Sample Temperature: 10 to 35�C Operating Temperature: 10 to 35�C Vapor Water Precision (1?) at 12,500 ppm ?18O = 0.12/0.04� at 10/100 sec ?D = 0.3/0.1� at 10/100 sec Vapor Water Precision (1?) at 12,500 ppm ?18O at 300 sec = 0.04� ?17O at 300 sec = 0.04� ?D at 300 sec = 0.1� 17O-excess at 3600 sec = 0.015� Liquid Water Sample Precision (1?) ?18O = 0.025� ?17O = 0.025� ?D = 0.1� 17O-excess = 0.015� Equipment Warranty A warranty of at least 12 months is required � Please reference the attached RFQ for applicable provisions and clauses.� The following factors shall be used to evaluate offers: ability to meet the required technical specifications and price.
