- Description
- A construction contract is needed for the demolition, repair, and replacement of telecommunications outside plant and structured cabling located on MCB, Camp Pendleton, California. Work includes, but is not limited to the installation of new conduit duct bank ranging from 2-4 inch conduits up to 8-6 inch conduits, full sized maintenance holes, and a variety of hand holes installed both on and off the roadway.� Horizontal directional boring may be used on occasion.� Textile inner duct will be installed regularly. PE-89 Outside Plant Telephone cable will be installed within the conduit pathway over a variety of distances with pair counts ranging from 25 pairs to 600 pairs.� The average length between each pull point is 500 feet.� Splicing, terminating, testing, and troubleshooting of the PE-89 will be required.� The installation and flash testing of outside plant splice cases/enclosures will be required.� Indoor rated fiber optic cable may be installed, terminated, tested and troubleshot on occasion. PE-90 single mode outside plant loose tube fiber will be installed within the textile inner duct and conduit pathway over a variety of distances.� The average length between each pull point will be as little as 500 feet up to 1 mile.� Splicing, terminating, testing, and troubleshooting of the PE-90 will be required.� The installation and flash testing of fiber optic splice cases/enclosures will be required.� Indoor rated fiber optic cable may be installed, terminated, tested or troubleshot on occasion. Environmental guidelines shall be followed.� Confined space precautions will be taken, certified competent/qualified persons for Gas Free spaces will be on staff.� Traffic control will be provided by the contractor. Racks, power, grounding, bonding, and metal work within telecommunications rooms will be installed or repaired regularly.� Within data centers and central offices; power, grounding, bonding, metal work, and minor related construction such as lighting, fire detection and suppression systems will be requested on occasion.� HVAC installation and repair may be requested infrequently in support of telecommunications systems.� Communications tower/antennae deconstruction will be requested infrequently. The installation or repair of protected distribution systems will be requested regularly.� This may include space hardening, such as the replacement of doors and locks, window coverings and minor construction such as strengthening hollow walls for security reasons. The installation and testing of Category-6 structural cabling will be required regularly.� Relocation and testing of existing Cat-5e may be requested on occasion.� The installation of coaxial cable may be requested on occasion. Voice and data cutovers of live services will occur frequently.� Coordination between government personnel and contractor personnel will be required. This work may take place in secure locations, contractors will be required to submit a Visitor Authorization Letter (VAL) in the Joint Personnel Adjudication System (JPAS) on occasion, and will likely be escorted continuously. All work will be compliant with applicable Code(s), and meet the required clearances. All telecommunications outside plant and structured cabling shall be tested, prior to turn over to the government.� Project deliverables such as test results, diagrams, and maintenance hole butterflies shall be provided to the government digitally prior to final invoice. The Contractor shall field verify all conditions and dimensions prior to start of work.� A BICSI RCDD is required on the contractor staff, additional OSP Credential preferred.� All work shall be performed neatly, accurately, correctly and shall conform to respective specifications, and latest editions of the Camp Pendleton Requirements (CPR), Unified Facility Criteria (UFC) including but not limited to Mechanical and Electrical Engineering, and Plumbing and HVAC Systems, U.S. Army Corps of Engineers Safety Manual EM 385-1-1, International Mechanical Code, International Plumbing Code, Uniform Mechanical Code, Building Construction Standards, IBC, NFPA Codes, Camp Pendleton Base Exterior Architecture Plan (BEAP), and all other applicable Codes, standards and practices.
