SOURCES SOUGHT SYNOPSIS ELECTRICAL EQUIPMENT REHABILITATION AND REPLACEMENT U.S. ARMY CORPS OF ENGINEERS This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers, Little Rock District, has been tasked to solicit for and award an Indefinite Delivery Multiple Award Task Order Contract (MATOC) for Electrical Equipment Rehabilitation and Replacement construction services in support of hydropower facilities. The proposed contract will be a competitive firm-fixed-price contract procured in accordance with FAR Part 15, Negotiated Procurement, using the �Best Value� trade-off process. The type of set-aside decision(s) to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Other than Small & the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), & Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, & WOSB are highly encouraged to participate.� Scope of Work: Work will include rehabilitation and replacement of electrical equipment at Hydropower facilities within the Southwestern Power Administration�s boundaries: Fort Worth (SWF), Vicksburg (MVK), Little Rock (SWL), Tulsa (SWT), St Louis District (MVS), and Kansas City (NWK) Districts. Work will be performed on motor control centers, switchgear, switchboard, transformers, panelboards, cables, controls, variable frequency drives, motors and starters, Programmable Logic Controllers (PLCs), conduit, busway, essential AC/DC systems, and other power distribution equipment at 15kV class and below. Rehabilitation and replacement efforts may include some or all the following: manufacturing, fabrication, supply, installation, testing, certification, training, incidental design, and submittals for approval. Logistic support of individual tasks will include spares determination, inclusion, and statements of intended availability of spare parts by the original equipment manufacturer. Rehabilitation work may also consist of construction, repairing, replacing, and/or upgrading worn components of electrical systems to make the equipment fully functional for support of mission requirements. Task orders will be Design-Bid-Build (DBB) and may be performance based or prescriptive performance based. DBB includes plans and specifications detailing the performance metrics of the rehabilitation or replacement of the Contract. Activities under each task order may include lead-based paint, asbestos, and other hazardous material removal; painting; final inspections and testing services; and classification/ marking of final product. Contractors will be required to inspect all imbedded conduit as part of construction. Contractors will be required to provide detailed as-built documentation at completion of construction. Work areas may be difficult to access, requiring entrance of confined spaces, traffic control, construction of scaffolding, areas inside high voltage switchyard, or facilitation access by crane/lift. Task orders may include supply type activities; however, all task orders will have construction related activities. The preponderance of the work for the base Multiple Award Task Order Contract (MATOC) will be construction per FAR Part 36 and FAR Part 16. Any resultant contract will be for a five-year base period, with no options. Each contract awarded under the Electrical Equipment Rehabilitation and Replacement contract will share the total contract capacity estimated at $45M over the five-year period. The estimated minimum size of a task order is $300K. The estimated maximum size of a task order is $7M with the average size task order being approximately $3M. Companies must have ability to perform up to a minimum of five (5) task orders simultaneously. Prior Government contract work is not required for submitting a response under this Sources Sought Synopsis. The North American Industry Classification System (NAICS) code for this procurement is 237990, Other Heavy and Civil Engineering Construction, which has a U.S. Small Business Administration (SBA) Size Standard of $39,500,000.00. The Product Service Code is Z2QA, Repair or Alteration of Restoration of Real Property (Public or Private).�� Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting (Deviation 2020-O0008) that they will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded� for general construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. All interested companies shall be registered in the System for Award Management (SAM) database to be eligible for award of Government contracts. Firms may register at www.sam.gov. Anticipated solicitation issuance date is on or about February 2022, and the estimated proposal due date will be on or about April 2022. All correspondence will be issued via the Government Point of Entry (GPE), www.beta.sam.gov. Contractors are responsible for monitoring the site for any updates. Responding to this Sources Sought: Interested firms shall respond to this Sources Sought Synopsis no later than 2:00 PM CST on March 12, 2021.
