- This is a posting issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office, Integrated Warfare Systems Above Water Sensors directorate (PEO IWS 2.0). The purpose of this posting is to announce that the Navy has currently posted a draft RFP of competitive solicitation N00024-21-R-5514 within the SPEIR Bidder's Library and request industry 1-on-1 meetings (via telcon).� Instructions for access to this Bidder's Library are available through a related beta.sam posting referencing the same solicitation number N00024-21-R-5514.� Companies must first provide the forms noted in the related post and request access to the Bidder's Library prior to gaining access to the information/participating in meetings announced below. UPDATE AS OF 3 FEB 2021: Interested parties are advised that additional Q&As as well as updated draft documents have been posted on the Bidder's Library.��A complete draft of the System Scope Document (SSD), Attachment J-2 specifications will be sent out in the form of Classified GFI to all interested parties that have previously requested classified GFI and reconfirm the desire to receive this additional GFI.� Any companies that have not previously requested GFI must provide the appropriate Signed Terms of Use Agreements, Classified Material Request Forms, and DD 2345 as outlined in previous posts.� The unclassified portion of the SSD as well as other additional GFI will also be posted to the Bidder's Library.� Please review and provide any comments, feedback, or questions via the Question/Comment Submittal Form (Attachment J-S3) by Friday, March 5 2021. All feedback must be unclassified in nature.� If industry desires to send feedback of a classified nature, please contact the POCs for this posting and notify of the desire to provide classified feedback.� Currently, the Government is only seeking feedback regarding input or concerns as to executability, major cost drivers, or other significant�concerns.� We are not seking feedback regarding minor typos or similar corrections.� Please submit by the deadline to ensure feedback will be addressed and/or taken into consideration prior to final RFP release. The RFP will likely be released in the coming weeks after the deadline for feedback. UPDATE AS OF 4 SEPT 2020:�Interested parties are advised that updated draft documents have been posted on the Bidder's Library. In addition to a draft solicitation, a set of specific questions have been�uploaded to the Bidder's Library to solicit feedback regarding the draft solicitation and acquisition.� The Navy is also currently inviting industry to schedule individual 1-on-1 meetings�with the Government to discuss the feedback requested.� Companies who do not wish to request a 1-on-1 meeting are still encouraged to provide feedback on the posted questions and solicitation.� Industry 1-on-1s are open to those companies which are interested in participating in the competitive acquisition either as the prime contractor, or as part of a teaming arrangement to a prime subcontractor (not a typical subcontract arrangement).� Companies interested in requesting a 1-on-1 should also submit a capability statement AFTER reviewing the draft solicitation�(if one has not been submitted already),�briefly describing company experience and why the company believes that it can meet the Navy requirements as either a prime contractor or teaming as/with a prime contractor. The Government is seeking to schedule industry 1-on-1 meetings the week of Aug 17-Aug 21, 2020.� It is preferred that written feedback responses are provided to the government 24 hours in advance of the date/time of the scheduled 1-on-1.� For companies interested in providing written responses but not requesting a meeting, feedback should be provided no later than 4:00PM EST Aug 21, 2020.� Companies are encouraged to answer all questions, but responses to all questions are not required.� Any questions regarding the draft solicitation or planned acquisition may be submitted via the question form provided in the Bidder's Library; however, all questions will be anonymized and answered publicly via either a beta.sam post or posted to the Bidder's Library. All materials submitted in response to the Bidder's Library questions�should be UNCLASSIFIED. If a potential respondent believes submission of classified material is necessary or will provide a higher quality response, please contact�the Contract Specialist, Michelle Gu, michelle.s.gu@navy.mil, and Contracting Officer, Ms. Holly Danner, Holly.Danner@navy.mil. NAVSEA will accept ONLY electronic unclassified submission of responses. Respondents to this RFI must adhere to the following details: � Submissions shall be single spaced, typed or printed in Times New Roman font with type no smaller than 12-point font. � Included files should be created/prepared using Microsoft Office 2010 compatible applications. Graphics, photographs, and other data that may not be compatible with Microsoft Office 2010 should be submitted in Adobe Acrobat format. � Submitted electronic files should be limited to the following extensions: .docx Microsoft Word .xlsx Microsoft Excel .pptx Microsoft PowerPoint .pdf Adobe Acrobat .mmpx Microsoft Project Submitted electronic files should not be compressed. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their responses. The Government will not be liable, or suffer any consequential damages, for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Pursuant to FAR 52.215-3 this notice is for getting information to the industry. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This does NOT constitute a Request for Proposal. The Government is NOT seeking or accepting unsolicited proposals. This notice shall not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. Specific responses will not disqualify or have an impact on participation and evaluation on future solicitations. Not responding to this market research does not preclude participation in any future solicitation. If a solicitation is issued in the future, it will be announced via beta.sam.gov and interested parties must comply with that announcement. It is the responsibility of interested parties to monitor beta.sam.gov for additional information pertaining to this requirement.
